<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Bryce Shearen, City Administrator <br /> <br />Date: February 25, 2026 <br /> <br />Re: Authorizing the City of Little Canada to join the nonpartisan coalition, Cities for <br />Safe and Stable Communities <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Joining the nonpartisan coalition, Cities for Safe and Stable Communities. <br /> <br />Background: <br />Cities across Minnesota face increased pressure on local government operations, public safety <br />resources, and community trust due to recent federal immigration enforcement actions. <br /> <br />In response, a nonpartisan, city-led coalition—Cities for Safe and Stable Communities—has <br />been formed to provide a coordinated forum for information sharing, operational coordination, <br />and collective communication, while preserving full local control by participating cities. The <br />coalition is explicitly nonpartisan and focused on local governance, public safety, and <br />operational stability. Participation does not require lobbying, litigation, or public advocacy <br />unless a city independently chooses to engage in those activities. Cities retain discretion over <br />whether and how they participate publicly, what information they share, and the extent of their <br />involvement. <br /> <br />Joining the coalition would align with recent City Council direction affirming community values, <br />clarifying the City’s limited role in civil immigration enforcement, and emphasizing responsible <br />stewardship of City resources. Participation would allow Little Canada to remain informed about <br />regional impacts, coordination with peer cities, and contribute to a collective, nonpartisan local <br />government voice focused on safety, stability, and respect for constitutional protections. <br /> <br />Joining the coalition, the City of Little Canada would support the group’s collective call for: <br />• Respect for local control – Ensuring federal actions respect local due process and <br />constitutional protections. <br />• Economic stabilization – Protecting local businesses and workforce stability from the <br />fallout of the operation. <br />• Immediate de-escalation – Allowing cities to conserve limited resources while rebuilding <br />trust and helping Minnesotans in their communities feel secure. <br /> <br />Coalition governance is led by a managing committee of city managers, with consensus as the <br />goal. Communications support and coordination are provided at the direction of participating
