16 <br />Safety/Pedestrian Paths <br />The applicant has not proposed installation of a paved pedestrian path or driveway <br />extension connecting the principal structure to the proposed accessory building. <br />The proposed structure includes a continuous foundation and would be fully enclosed. The <br />proposed use is limited to private indoor recreation by the household, and no specific <br />pedestrian access standard is triggered by this use under the City Code. <br />Any future proposal to convert the building to an accessory dwelling unit would require <br />separate City approval and compliance with applicable pedestrian access and parking <br />standards at that time. <br />Landscaping <br />The applicant has stated that they intend to install landscaping around the exterior of the <br />proposed accessory structure to reduce visual impacts. A formal landscaping plan has not <br />been submitted, and such a plan is not a required submittal for this application type.. <br />Items for the Planning Commission’s Consideration: Whether to require, as a condition <br />of approval, submission and installation of a landscaping plan to provide screening and <br />mitigate visual impacts of the proposed accessory structure. <br />Floor Plan and Elevations <br />The applicant has submitted floor plans and exterior elevations for the proposed accessory <br />structure. The floor plan depicts an open interior layout consistent with the stated use of <br />the structure for indoor recreational activities. No sleeping areas, kitchen facilities, or <br />bathroom fixtures are shown. <br />The submitted elevations illustrate the overall height, roof form, and exterior materials of <br />the structure. The plans show a finished metal exterior with a neutral gray tone. Staff note <br />that earlier plan submittals depicted a darker exterior color, while subsequent materials <br />indicate a lighter gray finish intended to better align with the principal structure. The <br />principal structure contains gray siding on the rear and side elevations and wood siding on <br />the front façade. <br />While the submitted elevations are sufficient for general review, staff note that the precise <br />exterior appearance remains an important consideration given the structure’s scale and <br />visibility. Final exterior materials and colors have not been fully provided in a manner that <br />fully reflects what will be constructed.
