<br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />CITY COUNCIL RESOLUTION NO. PC2026-02-1 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A <br />DETACHED ACCESSORY BUILDING AT 2912 VANDERBIE STREET <br /> <br />WHEREAS, Nicholas Schwalbach (“Applicant”) submitted Planning Case 1450, <br />an application for a Conditional Use Permit (“CUP”) to construct a detached accessory <br />building at 2912 Vanderbie Street, located in the City of Little Canada, Ramsey County, <br />Minnesota, PID Number 052922240017 (“Property”); and <br /> <br />WHEREAS, the Property is zoned R-1 Low Density Residential; and <br /> <br />WHEREAS, detached accessory buildings that exceed by-right size or height <br />limitations or that utilize post-frame construction require approval of a Conditional Use <br />Permit under City Code Sections 904, 914.130, and 915.020; and <br /> <br />WHEREAS, the Applicant proposes to construct a 1,512 square foot detached <br />accessory building with a median roof height of approximately 20 feet 4 inches and a peak <br />height of approximately 22 feet 8 inches, exceeding the by-right maximum area of 1,500 <br />square feet and the by-right maximum height of 18 feet or the height of the principal <br />structure (15 feet 11 inches), whichever is less; and <br /> <br /> WHEREAS, the proposed structure will be constructed on a continuous foundation <br />and used for private year-round indoor recreational activities by the household; and <br /> <br />WHEREAS, the Planning Commission reviewed Planning Case 1450 at its regular <br />meeting on February 12, 2026, and recommended approval of the Conditional Use Permit; <br />and <br /> <br />WHEREAS, the City Council held a duly noticed public hearing on February 25, <br />2026, in accordance with Minnesota Statutes and the City’s zoning ordinance; and <br /> <br />WHEREAS, The City Council has reviewed the staff report, Planning and Zoning <br />Analysis Memo (Attachment A), application materials (Attachment B), and the record of <br />the Planning Commission; and <br /> <br />WHEREAS, the proposed detached accessory building is an allowed Conditional <br />Use within the R-1 Low Density Residential District and conforms to zoning regulations <br />that may not be modified through a Conditional Use Permit; and <br /> <br />WHEREAS, the proposal complies with minimum setback, impervious surface, <br />and rear yard coverage standards, subject to verification through submission of a final <br />survey prior to issuance of a building permit; and <br />
