CITY OF LITTLE CANADA <br />RAMSEY COUNTY <br />STATE OF MINNESOTA <br />ORDINANCE NO. 932 <br /> <br />ORDINANCE AMENDING LITTLE CANADA <br />CITY CODE CHAPTER 822, TATTOO-BODY ART <br /> <br />The City Council of the City of Little Canada, Ramsey County, Minnesota does hereby ordain: <br /> <br />SECTION 1. The City Council of the City of Little Canada hereby amends Chapter 822 of the Little <br />Canada Municipal Code by adding the underlined material and deleting the stricken material as <br />follows: <br /> <br />822. TATOO/BODY ART. <br /> <br />822.010. PURPOSE AND INTENT. It is the purpose of this Section to regulate the operation <br />of tattoo parlors, tattoo shops, body piercing, body art, and similar establishments within the city in <br />order to ensure that such establishments are operated in a sanitary and orderly fashion, and do not <br />become a threat to public health, safety, or general welfare. <br /> <br /> 822.011 DEFINITION. Tattoo parlor, tattoo shop: any room or space where tattooing (body <br />art) or body piercing is performed, not including beauty salons or cosmetology businesses involving <br />ear piercing. <br /> <br /> 822.015. ADOPTION OF STATE LAW BY REFERENCE. The provisions of Minnesota <br />Statute Chapter 146B Body Art are hereby adopted by reference and are made a part of this article as if <br />set out in full. It is the intention of the Council that all future amendments of Minnesota Statute <br />Chapter 146B are hereby adopted by reference or referenced as if they had been in existence at the <br />time this article was adopted. Minnesota Statute Chapter 146B is hereby modified by deleting the term <br />"commissioner" and substituting the term "or other authorized by the City Council" in place thereof. <br /> <br />822.020. LOCATIONS. Establishments subject to this Section shall only be allowed in those <br />zoning districts as specified in the Little Canada Zoning Ordinance, Chapter 900 of the City Code. <br /> <br />822.030. LICENSE REQUIRED. In addition to any zoning approvals, each establishment <br />subject to this section shall be required to obtain a license from the City Clerk. No such license shall <br />be issued until approved by the City Council, or until the City Council has approved all necessary <br />zoning requirements. The City Council may add conditions to the approval of the license as necessary <br />to enforce the intent of this Section. <br /> <br />822.040. LICENSE CONDITIONS. Approval of a license under this Section shall only be <br />granted when the applicant for such license has been found to comply with the following conditions, <br />and any other conditions added by the City Council: <br /> <br />A. The license shall be required for tattooing, body piercing, and other body art <br />establishments, with the exception of ear piercing as an accessory use to jewelry sales. <br /> <br />B. The license shall provide for clean and sanitary conditions of the premises at all times. <br />
