Staff Report To: Mayor Fischer and Members of the City Council From: Eric Seaburg, City Engineer Date: March 25, 2026 Re: Rice Street Sidewalk Improvement Project – Easement Authorization Action To Be Considered: Motion to approve, table, or deny the following: • Resolution authorizing the acquisition of certain real property for a trail, sidewalk, drainage and utility easement associated with the Rice Street Sidewalk Improvement Project. Background: The upcoming Rice Street Improvement Project will install sidewalk along the east side of Rice Street from just south of Demont Avenue to County Road C, as shown in the attached Project Location Map. The project requires a trail, sidewalk, drainage, and utility easement from the property owner at 2640 Rice Street (Royal Credit Union), as shown in the attached easement sketch. The property owner has agreed to convey the easement in exchange for the City assuming responsibility for sidewalk construction and long‑term maintenance. Staff supports these terms and recommends that the City Council authorize the preparation and execution of the necessary easement documents. The purpose of this staff report is to authorize the easement agreement, which will not require funds at this time. Additional conversations regarding the project may be required after bids are received. Strategic Priority: N/A Source Of Funds: The authorization of the easement agreement has no associated costs. Staff Recommendations: Staff recommend that the City Council pass a resolution authorizing the acquisition of certain real property for a trail, sidewalk, drainage, and utility easement associated with the Rice Street Sidewalk Improvement Project.
