<br /> <br /> Staff Report <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br /> <br />Date: March 25, 2026 <br /> <br />Re: Rice Street Sidewalk Improvement Project – Easement Authorization <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Resolution authorizing the acquisition of certain real property for a trail, sidewalk, drainage and <br />utility easement associated with the Rice Street Sidewalk Improvement Project. <br /> <br />Background: <br />The upcoming Rice Street Improvement Project will install sidewalk along the east side of Rice Street <br />from just south of Demont Avenue to County Road C, as shown in the attached Project Location Map. <br /> <br />The project requires a trail, sidewalk, drainage, and utility easement from the property owner at 2640 <br />Rice Street (Royal Credit Union), as shown in the attached easement sketch. The property owner has <br />agreed to convey the easement in exchange for the City assuming responsibility for sidewalk <br />construction and long‑term maintenance. Staff supports these terms and recommends that the City <br />Council authorize the preparation and execution of the necessary easement documents. <br /> <br />The purpose of this staff report is to authorize the easement agreement, which will not require funds at <br />this time. Additional conversations regarding the project may be required after bids are received. <br /> <br />Strategic Priority: <br />N/A <br /> <br />Source Of Funds: <br />The authorization of the easement agreement has no associated costs. <br /> <br />Staff Recommendations: <br />Staff recommend that the City Council pass a resolution authorizing the acquisition of certain real <br />property for a trail, sidewalk, drainage, and utility easement associated with the Rice Street Sidewalk <br />Improvement Project. <br /> <br />Attachments: <br />• Resolution <br />• Project Location Map <br />• Easement Sketch
