The City Council accepted the Community Building TAC Report &
Recommendations and authorized staff to develop a Request for Proposals (RFP) to procure
engineering and design services for the community building.
At the City Council Meeting on February 12, 2026, the Council authorized staff to issue a
Request for Proposal (RFP) for Community Building Architectural and Design Services.
Proposers were strongly encouraged to attend a Pre-Proposal Conference at 10:00 AM on
Monday, February 23, 2026. Attendance allowed proposers to ask questions and gain a clearer
understanding of the project and expectations. Proposals were due on March 13, 2026.
An interview committee composed of Mayor Fischer, Council Member Miller, Parks &
Recreation Commissioner Owens, City Administrator Shearen, Park and Recreation Director
Anderson, and Recreation Coordinator Brady was formed to evaluate eleven proposals. The
committee conducted interviews with four firms on March 20, 2026.
Consultant Interviews:
The four consulting firms interviewed were Alliiance, Oertel, OPN, and Wold. Each firm
delivered a 10-minute presentation, answered questions, and took part in a Q&A session. The
interview committee was impressed with all of them. After the interviews, the committee had a
detailed discussion and ultimately reached a unanimous decision on which firm would be the
best fit for our project.
