Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Steve Anderson, Parks and Recreation Director <br />Date: March 25, 2026 <br />Re:Award Community Building Architectural and Engineering Services for <br />Community Building Project <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Award of Community Building Architectural and Engineering Services for Community <br />Building Project to OPN Architects and authorize the City Administrator to execute the <br />professional services agreement. <br />Background: <br />At the City Council meeting on November 12, 2025, the Community Building Technical <br />Advisory Committee (TAC) presented a report and recommendation for a community building in <br />Little Canada. The City Council accepted the Community Building TAC Report & <br />Recommendations and authorized staff to develop a Request for Proposals (RFP) to procure <br />engineering and design services for the community building. <br />At the City Council Meeting on February 12, 2026, the Council authorized staff to issue a <br />Request for Proposal (RFP) for Community Building Architectural and Design Services. <br />Proposers were strongly encouraged to attend a Pre-Proposal Conference at 10:00 AM on <br />Monday, February 23, 2026. Attendance allowed proposers to ask questions and gain a clearer <br />understanding of the project and expectations. Proposals were due on March 13, 2026. <br />An interview committee composed of Mayor Fischer, Council Member Miller, Parks & <br />Recreation Commissioner Owens, City Administrator Shearen, Park and Recreation Director <br />Anderson, and Recreation Coordinator Brady was formed to evaluate eleven proposals. The <br />committee conducted interviews with four firms on March 20, 2026. <br />Consultant Interviews: <br />The four consulting firms interviewed were Alliiance, Oertel, OPN, and Wold. Each firm <br />delivered a 10-minute presentation, answered questions, and took part in a Q&A session. The <br />interview committee was impressed with all of them. After the interviews, the committee had a <br />detailed discussion and ultimately reached a unanimous decision on which firm would be the <br />best fit for our project.
