I. Introduction and Background <br />Introduction <br />The City of Little Canada is seeking to retain a qualified architectural and engineering (A/E) firm <br />to provide professional design services for the construction of a new community building. The <br />selected firm will work with City Staff, the Technical Advisory Committee (TAC) and key <br />stakeholders to provide schematic design, design development, construction documents, cost <br />estimating and construction administration services for a new community building at Pioneer <br />Park. <br />The City of Little Canada (hereinafter referred to as the CITY) makes this Request for Proposals <br />(hereinafter referred to as RFP) to obtain Proposals for Architectural and Engineering (A/E) <br />services (hereinafter referred to as the CONSULTANT) that will be used to select a design team <br />for the Project. The Project is generally described in the “Scope of Work & Services” contained <br />within this RFP. <br />This project is intended to be a traditional design-bid-build delivery method. <br />City Background Information <br />Little Canada, Minnesota, is a community of approximately 11,000 residents located just north <br />of Saint Paul. Originally established as a township more than 150 years ago, Little Canada has <br />maintained its small-town character while continuing to grow and evolve. <br />The City is governed by a City Council consisting of a Mayor and four Council Members, who <br />establish City policy. The City Administrator is responsible for the day-to-day administration of <br />City operations. <br />Purpose <br />The City is requesting proposals from qualified firms to provide architectural design and <br />professional services for a new community building located in Pioneer Park. The scope of this <br />request includes architectural and engineering services to deliver a complete document set for <br />bidding and construction. <br />The City has convened a Technical Advisory Committee (TAC) to engage the community, <br />evaluate needs, and develop a final report outlining recommendations for the community <br />building. The TAC Report (Exhibit A) was formally adopted by the City Council in 2025.
