Staff Report
To: Mayor Fischer and Members of the City Council
From: Steve Anderson, Parks & Recreation Director
Eric Seaburg, City Engineer
Date: March 25, 2026
Re: Spooner Park Parking Lot Expansion
Action To Be Considered:
Motion to approve, table, or deny the following:
•Award the Spooner Park Park Lot expansion project to Omann Contracting Companies to
include the Base Bid, Alternate Bid 1, and Alternate Bid 2 for a total contract of $158,806.50
and approve an overall project budget amendment to Project Parks 12 (Fund 400) to include an
additional $17,500 in funding.
Background:
The upper parking lot at Spooner Park currently provides 30 stalls. Shelter rentals and park events
routinely fill this lot, and with on‑street parking restrictions in place, visitors often need to use the
overflow lot located east of the ballfield.
The 2026–2035 Capital Improvement Plan (CIP) includes funding in 2026 to expand the upper
parking lot to better accommodate park users. As shown in the attached plan sheet, the expansion
will result in a net increase of 22 stalls. In preparing the layout, staff worked to maximize the
number of new stalls while minimizing impacts to the existing lot and preserving nearby mature
trees. The project also includes a proposed trail extension connecting the expanded lot to the
existing trail system, as well as a new light fixture to illuminate the additional stalls. $165,000 was
budgeted for in the CIP (Parks 12) for the parking lot expansion project.
Canadian Days:
With many projects involving Spooner Park, staff have collaborated closely with the Canadian Days
organizers. Canadian Days supports the parking lot expansion and has requested additional
electrical upgrades necessary for the annual event. They have generously committed a $40,000
contribution toward the electrical work; however, initial engineering estimates have come in
significantly higher than originally expected. Estimates have been submitted conservatively, and
staff hope to secure a lower bid cost for the electrical upgrades. These improvements will be tracked
and itemized separately as part of the overall project.
Bid Results:
At its February 25, 2025, meeting, the City Council authorized staff to solicit for bids. The bid opening
for the project was held on March 18, 2026. Twelve bidders submitted a bid. The bid results are
tabulated on the following page.
