Staff Report To: Mayor Fischer and Members of the City Council From: Bryce Shearen, City Administrator Laura Linehan, Assistant City Administrator Heidi Heller, City Clerk/HR Manager Date: March 25, 2026 Re: Personnel Committee Structure and Formalization Action To Be Considered: Motion to approve, table, or deny the following: • Approve a Resolution that formalizes the structure of the existing City of Little Canada Personnel Committee Background: Creation of the Personnel Committee Based on staff research, it is unclear when the Personnel Committee was formed. However, it appears that a Personnel Committee did not exist prior to 2019, during Administrator Heineman’s tenure. Records mention the Personnel Committee meeting on March 8, 2022, regarding the 2021/2022 compensation study. However, it appears that a formal appointment of two council members to a Personnel Committee was not done until 2023. Since 2023, an annual appointment to the Personnel Committee has been made. No formalizing ordinance or resolution outlining roles and responsibilities has been located. Historic Use of the Personnel Committee Since 2022, it appears the Personnel Committee has been called for a few areas, including: • Compensation study and limited employee benefit review • Organizational design-related discussions (reorganization in Public Works, Title Changes, etc.) • Sporadic use for director-level hiring Survey Communities Research: Staff contacted the following communities for information regarding personnel committee policies and procedures. Data was received from all communities outlined in Table 1.
