<br /> <br /> Staff Report <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> From: Bryce Shearen, City Administrator <br />Laura Linehan, Assistant City Administrator <br /> Heidi Heller, City Clerk/HR Manager <br /> <br />Date: March 25, 2026 <br /> <br />Re: Personnel Committee Structure and Formalization <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve a Resolution that formalizes the structure of the existing City of Little Canada <br />Personnel Committee <br /> <br />Background: <br />Creation of the Personnel Committee <br />Based on staff research, it is unclear when the Personnel Committee was formed. However, it appears <br />that a Personnel Committee did not exist prior to 2019, during Administrator Heineman’s tenure. <br /> <br />Records mention the Personnel Committee meeting on March 8, 2022, regarding the 2021/2022 <br />compensation study. However, it appears that a formal appointment of two council members to a <br />Personnel Committee was not done until 2023. Since 2023, an annual appointment to the Personnel <br />Committee has been made. No formalizing ordinance or resolution outlining roles and responsibilities <br />has been located. <br /> <br />Historic Use of the Personnel Committee <br />Since 2022, it appears the Personnel Committee has been called for a few areas, including: <br />• Compensation study and limited employee benefit review <br />• Organizational design-related discussions (reorganization in Public Works, Title Changes, etc.) <br />• Sporadic use for director-level hiring <br /> <br />Survey Communities Research: <br />Staff contacted the following communities for information regarding personnel committee policies and <br />procedures. Data was received from all communities outlined in Table 1. <br /> <br /> Table 1: Surveyed communities <br />Arden Hills* Lake Elmo* Mahtomedi* <br />Maplewood* Mendota Heights* Mound* <br />North St. Paul* Roseville* Saint Anthony* <br />Shoreview* Vadnais Heights* *Little Canada standard <br />comparable community
