<br />CITY OF LITTLE CANADA <br />RAMSEY COUNTY, MINNESOTA <br />CITY COUNCIL RESOLUTION NO. PC2026-03-1 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR A <br />COMMERCIAL TELECOMMUNICATIONS TOWER AT 2617 PARK STREET <br /> <br />WHEREAS, The Towers, LLC (“Applicant”) submitted Planning Case 1451, an <br />application for a Conditional Use Permit (“CUP”) to construct a commercial <br />telecommunications tower at 2617 Park Street, located in the City of Little Canada, Ramsey <br />County, Minnesota, PID Number 072922220090 (“Property”); and <br /> <br />WHEREAS, the Property is zoned C-1 General Commercial; and <br /> <br />WHEREAS, commercial telecommunication towers and security fences require <br />approval of a Conditional Use Permit under City Code Sections 914.030, 915.130, and <br />917.070; and <br /> <br />WHEREAS, the Applicant proposes to construct a 75-foot monopole <br />telecommunications tower (approximately 80 feet in total height including a lightning rod), <br />designed to accommodate up to three users; and <br /> <br /> WHEREAS, the tower and associated ground equipment will be located within a <br />fenced area enclosed by a six-foot chain-link fence with barbed wire arms to restrict <br />unauthorized access; and <br /> <br />WHEREAS, the Planning Commission reviewed Planning Case 1451 at its regular <br />meeting on March 12, 2026, and recommended approval of the Conditional Use Permit; <br />and <br /> <br />WHEREAS, the City Council held a duly noticed public hearing on March 25, <br />2026, in accordance with Minnesota Statutes and the City’s zoning ordinance; and <br /> <br />WHEREAS, The City Council has reviewed the staff report, Planning and Zoning <br />Analysis Memo (Attachment A), application materials (Attachment B), and the record of <br />the Planning Commission; and <br /> <br />WHEREAS, the proposed commercial telecommunications tower is an allowed <br />Conditional Use within the C-1 General Commercial District and conforms to zoning <br />regulations that may not be modified through a Conditional Use Permit; and <br /> <br />WHEREAS, the proposal complies with the specific standards and requirements <br />for commercial telecommunication towers in Section 914.030 of the City of Little Canada <br />Zoning Code <br />
