2 <br />2828 Condit Street <br />Site Overview <br />• Approximately 4.85 acres across multiple parcels <br />• Currently includes a single-family home (rented), community garden, and undeveloped land <br />• Zoned C-1 (General Commercial); guided for commercial use <br /> <br />Key Considerations <br />• Largest and most flexible City-owned site, but partially constrained by shoreland regulations <br />• Opportunity to subdivide or phase development to address constraints <br />• Active interest from a number of different parties <br />• Potential to connect to the Waterworks Trail and incorporate public space elements <br />• Only site where a proactive, City-led redevelopment effort is currently feasible <br /> <br />Proposed Approaches <br />The city could take a proactive role in guiding redevelopment of the site through a structured visioning <br />and RFP process, incorporating public engagement, market input, and City priorities to shape <br />development outcomes. Staff have scoped this effort with Bolton & Menk to provide the EDA with an <br />understanding of the cost, engagement approach, and anticipated timeline (Attachment C). <br /> <br />Alternatively, the City could continue to hold the property in the near term, allowing planned <br />infrastructure improvements, including future work along Little Canada Road, to further define market <br />conditions and opportunities before initiating a formal process. <br /> <br />Questions for the EDA <br />Staff has worked with Bolton & Menk to outline a potential visioning and RFP process for the site, <br />including scope, engagement approach, and cost estimate. <br /> <br />Does the EDA wish to proceed with a formal visioning and RFP process for 2828 Condit? <br /> <br />If so, are there specific changes or refinements to the proposed Bolton & Menk approach that the EDA <br />would like to see? <br /> <br />2750 Rice Street <br />Site Overview <br />• Approximately 0.21 acres (9,150 square feet) <br />• Currently vacant <br />• Zoned C-2 (Corridor Mixed); guided for mixed-use development <br /> <br />Key Considerations <br />• Small, narrow lot with significant development constraints and likely need for variances <br />• Limited redevelopment potential as a standalone site <br />• Prior efforts to assemble with adjacent property have not been successful. Staff called the <br />owner of the adjacent property (CV Liquors / Chou Vang) on 3/19/2026, who once again stated <br />that he was not interested in selling the property. <br />• Located along a corridor identified for future improvements, including planned reconstruction
