4 | P a g e <br />Properties Owned by The City of Little Canada – 2026 <br />• West - Rice Street and an older apartment complex in Roseville. <br />• East – Townhomes / Villas of Little Canada. <br /> <br />2040 Comprehensive Plan <br />Located in District 4, the Comp Plan calls for future corridor planning along Rice Street, aimed <br />at improving appearance, access, and walkability. <br /> <br />ULI TAP Summary <br />The panel recommended holding the site until Ramsey County completes the Rice Street <br />reconstruction, currently planned for 2029. In the meantime, they suggested pursuing a <br />temporary use agreement with the neighboring liquor store to reduce City maintenance and build <br />a relationship that might support joint redevelopment of 2750 and 2760 Rice. <br /> <br />While current staff have not broached the concept of a temporary use agreement with the <br />neighboring liquor store, observations of limited activity at the store would make it unlikely that <br />the property owner would have use or interest in the City site. Staff did contact the neighboring <br />liquor store owner when another offer was made for the city-owned property in 2025, but the <br />neighboring property owner was not interested in selling their property at the time. <br /> <br />ULI’s ultimate vision was the acquisition of both properties to the north and the creation of a <br />retail/dining space. Having been inside the building to the north, Staff are skeptical that an <br />addition to the structure makes sense as it would need substantial remodeling to justify <br />reinvestment of this scale. <br /> <br /> <br />
