Staff Report <br />To:Mayor Fischer and Members of the City Council <br />From:Heidi Heller, City Clerk/HR Manager <br />Date: April 8, 2026 <br />Re:Authorization to Hire 2026 Seasonal Employees <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />Authorize hiring temporary seasonal recreation and public works maintenance employees <br />in 2026. <br />Background: <br />Historically, the Parks and Public Works Departments have hired seasonal employees to assist <br />full-time employees with maintaining expected service levels in parks and building maintenance <br />activities during the peak workload summer season and during the winter season to flood the ice <br />rinks and staff the warming houses. This year, recreational seasonals and building aides have <br />also been added to assist with recreational programs and the required staffing of facilities during <br />activities throughout the year. <br />The Parks and Public Works departments budget each year to hire a specific number of seasonal <br />employees. The wages for seasonal employees in 2026 are $17.00 – $20.50 per hour. Employees <br />receive a step increase every year they return, up to the maximum rate. <br />Source Of Funds: <br />Funds are allocated under Personnel Services in the General Fund, Parks and Recreation <br />Department #51. <br />Staff Recommendations: <br />Staff recommends the Council approve hiring up to 5 seasonal recreation employees, 8 summer <br />parks/public works maintenance employees, and 10 winter rink maintenance/attendants for 2026.
