<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br /> <br />Date: April 8, 2026 <br /> <br />Re: 2026 Little Canada Road Improvements – Approve Plans & Authorize Bidding <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Final construction plans for the Little Canada Road Improvements Project, Authorize Project <br />Bidding <br /> <br />Background: <br />Project staff have finalized the construction plans and bidding documents for the 2026 Little Canada <br />Road Improvements Project. As illustrated in the enclosed Project Layout Map, the project includes the <br />following key elements: <br />• Construction of a single-lane roundabout at Lakeshore Avenue and Little Canada Road <br />• Conversion of Little Canada Road between Lakeshore Avenue and Country Drive to a two-lane <br />divided roadway with a median <br />• Construction of a hybrid roundabout at the west I‑35E and Little Canada Road ramp terminal <br />• Replacement of the traffic signal at the east I‑35E and Little Canada Road ramp terminal, <br />including sidewalk and ADA improvements <br />• Rehabilitation of Country Drive from Little Canada Road to South Owasso Boulevard, <br />including trail and sidewalk construction <br />• Construction of stormwater management basins <br />• Realignment and reconstruction of the St. Paul Waterworks Trail adjacent to the stormwater <br />basin <br />• Spot improvements and rehabilitation of storm sewer, sanitary sewer, and watermain <br />infrastructure within the project limits <br />• Landscaping, hardscaping, and lighting improvements along Little Canada Road <br />• Construction of gateway sign monuments within the two roundabout center circles <br /> <br />At its core, the project is intended to improve traffic operations, reduce congestion, enhance safety, <br />upgrade pedestrian infrastructure, and rehabilitate or replace aging public infrastructure. The project <br />also provides an opportunity for modest aesthetic enhancements along one of the City’s primary <br />transportation corridors.
