<br />It should be noted that in August 2025, Bolton & Menk also requested a scope update following the <br />addition of Country Drive to this project’s scope, along with the changes that brought the MnDOT <br />ramp into the project. Since August, the sidewalk has been added to the Country Drive project, and <br />MnDOT has added the replacement of the traffic lights on the east side of the bridge to the project <br />as well. <br /> <br />The August scope amendment addressed the right-of-way indirect costs and design engineering <br />costs. The total for those two services was increased to $1,542,679. That number has now been <br />increased to $1,739,000. The rest of the revised not-to-exceed amount of $3,051,995 is dedicated to <br />construction indirect costs, which include inspection and testing, contract administration, and <br />surveying and staking, among other costs. The total construction indirect costs are estimated at <br />$1,312,824. The project will be constructed over two construction seasons and will be highly <br />complex with phasing and administration due to the involvement of FHWA and MnDOT. <br /> <br />The proposed Cooperative Agreement with Ramsey County reflects the updated scope and <br />associated cost estimates prepared by Bolton & Menk. In accordance with that Agreement, Ramsey <br />County will continue to participate in the project’s indirect costs. <br /> <br />Strategic Priority: <br />N/A <br /> <br />Source Of Funds: <br />Indirect project costs for the Little Canada Road Improvement Project, including those associated <br />with the Country Drive Rehabilitation Project, are included within the overall project budget in <br />Fund 450 – PW 67. Staff will continue to closely monitor project costs as development of the 2027– <br />2036 Capital Improvement Plan progresses. <br /> <br />Staff Recommendations: <br />Staff recommends that the City Council approve Bolton & Menk’s professional services scope <br />amendment to a not-to-exceed amount of $3,051,995. <br /> <br />Attachments: <br />• Project Delivery Scope Amendment Letter
