Neighborhood Meeting Minutes <br />Thunder Bay Road Improvements <br />November 12, 2002 — 6:30 p.m. <br />The City Administrator welcomed those present to tonight's neighborhood meeting to discuss <br />possible improvements to the Thunder Bay Road from County Road D to the south end cul -de- <br />sac. Those members of the general public attending are indicated on the sign -up sheet attached. <br />Greg Schroeder, Public Works Director, Lee Elfering, City Engineer from Howard R. Green, and <br />Joel Hanson, City Administrator were the City staff in attendance. <br />The City Administrator reviewed the neighborhood meeting process and how it may or may not <br />lead to a public improvement. He emphasized that we are seeking the neighborhood's input at to <br />the need for this project before making a staff recommendation to the City Council as to how to <br />proceed. <br />The City Engineer then reviewed the project handout materials that were distributed to all in <br />attendance. (A copy is attached.) He reviewed the deteriorated condition of this road despite its <br />age of only 15 years. He noted problems with the asphalt surface as well as the curbing that has <br />either heaved or settled. Staff also stated that need for drain tile is indicated given the conditions <br />that are present and based upon the knowledge of the high water table that exists in this area. The <br />recommended improvement would consist of removal of the existing blacktop, installation of <br />drain tile near the curb line, spot replacement of about 700 lineal feet of curbing, and repaving <br />with four inches of bituminous. <br />Staff also noted that this will be the first time the City is using the "Rehabilitated Urban Street" <br />portion of its assessment policy. At the conclusion of the staff presentation, the following <br />questions and comments were discussed: <br />Q.) Given the deterioration of this road in a rather short time span, is the road section <br />that was constructed adequate? <br />A.) The basis design seems adequate, but drain tile should be added to remove <br />subsurface water that is being trapped within the road base due to the clay soils. The <br />will alleviate the heaving settling problems that damaged the curbing and road <br />section. <br />• Q.) Does the project have to be done at this time? <br />A.) Not necessarily. However, the longer we delay in correcting the problems that are <br />present, the more damage that could result to the subbase materials and existing curb <br />& gutter thereby increasing project costs. <br />• Q.) If the project proceeds, could driveways be rebuilt to eliminate severe bumps caused <br />by the existing surmountable curbing? <br />A.) Yes, it is possible to do this. It was also noted that some of the curbing problems are <br />at driveway locations. <br />• Q.) The drainage from this area seems to run to the north. Water is standing long after <br />storms. When this road was built, it was stated that only 134 grades were being used. <br />Could we rebuild the grades to get of the water? <br />- 4 2 - <br />
