A.) Grades could be re- established to get of the water faster, but that would involve a <br />complete reconstruction of the roadway that would also result in higher assessments. <br />Another problem is the drainage outlet in this area is not the best. Storm sewers tying in <br />to the freeway system may help, but again would add significant costs. The City <br />Engineer stated that if we re -crown the road and correct the alignment issues with the <br />existing curbing, a dramatic improvement in drainage would occur. He noted that <br />settlement of the road adjacent to the curbing also creates much of the standing water <br />situation. The City Administrator then explained the policy differences between a <br />"rehabilitated" street versus one that is "reconstructed ". <br />• Q). How does drain tile work? <br />A.) The City Engineer explained that a four -inch flexible line is installed at the <br />bottom of the sand base of the road near under the curbing. This line is covered with a <br />"sock" to prevent infiltration of sand into the line. Water seeps down to this line and is <br />then carried away by the grade on the line to a storm water system. The City <br />Administrator said it is the same concept that was installed in the rear yards of these same <br />properties to solve drainage issues that previously existed. <br />• Q.) There seems to be a lot of heaving by catch basins. What causes that? <br />• A.) The Public Works Director stated that the high water table impacts the storm sewer <br />pipes. <br />• Q.) Sediment is present in the pipes under Allen Avenue. Can that be removed? <br />A.) The Public Works Director said he would have his crews do that as soon as <br />possible with the Vactor. He noted the Department's storm sewer maintenance program <br />whereby we clean debris from catch basins frequently during the warmer months. He <br />also noted we will be undertaking more line maintenance similar to our sewer system <br />program. <br />• Q.) There are a number of "birdbaths" at the Thunder Bay Road and Allen Avenue <br />intersection. Can they be addressed? <br />• A.) The City Engineer stated we should be able to solve the majority of those problems <br />and we may need to add a concrete valley gutter to ensure water flows properly through <br />that intersection. The City Administrator emphasized that we want to solve as much of <br />the standing water as possible, but pointed out that with the confines of the existing <br />drainage system and without replacing all of the curbing, we will not be totally <br />successful. <br />• Comment: Steve Havel noted that the drain tile would help the situation a lot. I -Ie noted <br />that much of the curbing settlement is occurring at trench locations for water and sewer <br />services. This settlement cannot be totally eliminated, but the project proposed will make <br />the situation much better. (Note: Mr. Havel is an employee of Frattalone excavating and <br />has working knowledge of this type of situation in addition to being a resident of this <br />area.) <br />• Comment: One resident questioned whether two feet of sand exists under this base in <br />that he has noticed claying pumping up through broken asphalt areas. The City Engineer <br />noted that mixing of the materials could have occurred. If this is extensive, then the <br />subbase will also need to be corrected which will add to project costs. Borings to be <br />taken will verify whether or not the sand base is intact. <br />- 4 3 - <br />
