MINUTES <br />CITY COUNCIL <br />MARCH 11, 2026 <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-33 — A UTHORIZING THE PURSUIT OF FUNDING <br />ASSISTANCE THROUGH CONGRESSWOMAN BETTER MCCOLL UM'S COMMUNITY <br />FUNDING PROGRAM AND SENATORS TINA SMITH AND AMY KLOB UCHAR'S <br />CONGRESSIONALLYDIRECTED SPENDING PROGRAMS <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />ORDINANCE 932, AMENDING CITY CODE CHAPTER 822, TATTOO -BODY ART <br />The City Clerk stated that at the February 25th workshop, she approached the Council with this topic. <br />She provided background information on the request to expand and allow more than one tattoo <br />business in the community. She stated that the Council expressed comfort with increasing the number <br />of allowed tattoo businesses to five. She reviewed other proposed changes to the language within the <br />City Code language and noted that all tattoo artists are also required to be licensed through the State. <br />Miller recognized that when comparing the allowances of other communities, there is a wide range of <br />regulations. Mayor Fischer agreed that it was time to revisit this restriction and believed that this was <br />a good change. <br />Justin, a business owner, commented that he believes that he needs an approved City license before the <br />State license can be issued. He looked forward to bringing his business to Little Canada. The City <br />Clerk confirmed that she would work with the business. <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-34 — ADOPTING ORDINANCE 932, AMENDING CITY <br />CODE CHAPTER 822, TATTOO BODYART AND APPROVE PUBLICATION OF <br />SUMMARY ORDINANCE <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />COUNCIL REPORTS AND MEETING UPDATES <br />Miller stated that he attended Coffee with a Cop and noted that it was a good turnout with good <br />conversations and discussions. He recognized that a lot of trust has been lost in recent months, and <br />they will need to have a good roadmap to rebuild that trust. <br />The Assistant City Administrator provided an update on a follow-up meeting she had with staff from <br />the Ramsey County Sheriff s Office, and there will be deputies assisting with volunteer week activities <br />in Little Canada. <br />Miller commented that there are still people who need help paying rent and encouraged both people <br />who need help and those who could give help to look into the local community group Do Good <br />Roseville. <br />3 <br />
