MINUTES <br />CITY COUNCIL <br />MARCH 11, 2026 <br />Adopt 2027 Budget Calendar <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />APPROVE HIRE OF CARL JACOBSON AS FINANCE DIRECTOR <br />The City Administrator provided an update on the hiring process for the Finance Director position, <br />noting that four individuals were invited to interviews and two applicants were invited for a second <br />round of interviews. One applicant stood out to both the Personnel Committee and the first interview <br />panel, and the position was offered to Carl Jacobson. He provided additional information about Mr. <br />Jacobson's experience and noted that he is in attendance tonight. The City Council is asked to approve <br />the hire. <br />Mayor Fischer invited Mr. Jacobson to come forward. <br />Carl Jacobson introduced himself and stated that he is looking forward to being part of this team. <br />Mayor Fischer stated that he and Kwapick were very impressed and agreed that Mr. Jacobson seems to <br />be what the city needs at this time. <br />Mayor Fischer introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-32 — APPROVING THE HIRE OF CARL JACORSONAS <br />FINANCE DIRECTOR <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />AUTHORIZE SUBMISSION OF CONGRESSIONALLY DIRECTED FUNDING <br />APPLICATION FOR I35E PEDESTRIAN BRIDGE <br />The City Administrator stated that this has come before the Council before, and as they continue to <br />have more serious discussions about the pedestrian bridge, staff continue to explore any potential <br />funding avenues for the project. He stated that staff would like to pursue congressionally directed <br />funds through Congresswoman McCullum and Senators Smith and Klobuchar. <br />Miller commented that staff did a great job with altering the plans, as he believed there was a greater <br />likelihood of funding success if the ped bridge had improved alignment. <br />Mayor Fischer stated that he was happy to see Congresswoman McCullum included, as she has urged <br />the city to reach out with potential projects. He recognized that the city applied last year and hoped <br />they would have a better response. <br />Malone appreciated the work staff is doing to continue to find outside funding, recognizing that this is <br />not only a project for Little Canada but for the region. <br />0) <br />
