MINUTES <br />CITY COUNCIL <br />MARCH 25, 2026 <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-3-36 — APPROVING THE CONDITIONAL USE PERMIT FOR <br />A COMMERCIAL TELECOMMUNICATIONS TOWER AND SECURITY FENCE AT <br />2617 PARK STREET <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />CONSENT AGENDA <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-3-37 —APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• Accept Metropolitan Council Offers for Permanent and Temporary Easements <br />• Approve Entering into a Limited -Use Permit with MnDOT <br />• Authorize Acceptance and Execution of Metropolitan Council Inflow and Infiltration <br />Grant Funds <br />• Approve Request for Advanced Municipal State Aid Construction Funding <br />• Authorize Acquisition of Easements for Rice Street Sidewalk Project <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Resolution declared adopted. <br />STAFF REPORTS <br />AWARD CONTRACT FOR COMMUNITY BUILDING ARCHITECTURAL AND <br />ENGINEERING SERVICES <br />The Parks and Recreation Director provided background information on the request for proposal <br />process, noting that four interviews were conducted and a unanimous recommendation was made by <br />the interview committee for architectural and engineering services for the project. He reviewed the <br />proposed timeline within the proposal as well as the scope of services and identified costs. Staff <br />recommends authorizing the award of the project to OPN Architects. <br />Mayor Fischer invited the representative from OPN to address the Council. <br />Joe Wallace, OPN Architects, recognized the time and effort that have gone into visioning this project. <br />He stated that they have assembled a great team for the project to accomplish the vision created by the <br />TAC. <br />Miller provided information on the process of the interview committee to review proposals and <br />complete interviews. He stated that the committee was impressed with the proposal and energy from <br />Mr. Wallace and OPN. He recognized that there were multiple good choices but believed that OPN <br />rose above during that process. <br />3 <br />
