MINUTES <br />CITY COUNCIL <br />MARCH 25, 2026 <br />Mayor Fischer agreed. He stated that all four firms interviewed could have done a good job. He stated <br />that the comparable projects OPN presented were very cool and energizing, and the project team <br />assembled by OPN actually worked on those projects as well. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-3-42 — A WARDING OF COMMUNITY BUILDING <br />ARCHITECTURAL AND ENGINEERING SER VICES FOR COMMUNITY B UILDING <br />PROJECT TO OPN AR CHITE CTS AND AUTHORIZE THE CITY ADMINIS TRA TOR TO. <br />EXECUTE THE PROFESSIONAL SERVICES AGREEMENT <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />AWARD CONTRACT FOR SPOONER PARK UPPER PARKING LOT EXPANSION <br />PROJECT <br />The Parks and Recreation Director stated that this project was included in the 2026 Capital <br />Improvement Plan (CIP). He provided background on the current parking available at Spooner and the <br />proposed expansion of the upper parking lot, trail connection, and lighting improvements. He <br />commented that staff collaborated with Canadian Days to ensure that the event would not be impacted <br />by the project. He stated that Canadian Days contributed $40,000 towards electrical improvements for <br />the park as part of the project. He provided information on the bidding results for the project and <br />recommended awarding the contract to Omann as presented with the base bid, alternate bid one, and <br />alternate bid two. He noted a budget amendment that would be necessary to cover the contingency <br />costs. <br />Mayor Fischer recognized that this project has been on the project schedule within the CIP for a while <br />and was thankful for the contribution from Canadian Days towards the project cost. <br />Malone asked if the city had worked with Omann before. The City Administrator replied that the city <br />has not worked with Omann before, but the City Engineer has experience with the company. <br />Miller asked for information on the project timeline. The City Administrator provided information on <br />the project schedule and confirmed that the project would be completed prior to the Canadian Days <br />event. He noted that sod would be used for restoration in order to have that restoration completed as <br />soon as possible. <br />Malone introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2026-3-43—APPROVINGA BUDGETAMENDMENT TO PROJECT <br />PARKS 12 (FUND 400) TO INCLUDE ANADDITIONAL $17,500 IN FUNDING FOR <br />THE PROJECT AND AWARD THE PROJECT TO OMANN CONTRACTING <br />COMPANIES TO INCLUDE THE BASE BID, AL TERNA TE BID 1, AND AL TERNA TE <br />BID 2 FOR A TOTAL CONTRACT OF $158,806.50 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4).
