515 Little Canada Road, Little Canada. MN 55117-1600
(651) 484 -2177 / FAX: (651) 484 -4538
Email: cityhall@ci.little- canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Hanson, City Administrator
DATE: August 18, 2000
RE: Arcade /LaBore Road Neighborhood Meeting
YIAYOR
Michael L Fahey
COUNC'
Beverly Scat
Jim LaValle
Steve Miorelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attached are the minutes from the neighborhood meeting regarding the Arcade/LaBore
Road thoroughfare plan. The following topics focus on the key issues discussed at that
meeting:
Wetlands Issues —
Property owners feel that various actions by Maplewood property owners over the years
have expanded wetlands in this area. Attached is a memo from Cliff Aichinger from the
Ramsey /Washington Metro Watershed District that addresses this matter and gives a
depiction of the wetlands existing in 1945 and 1996. Staff is gathering more information
on this issue and will be having a meeting with the Watershed and the City of
Maplewood staff prior to Wednesday's meeting.
I have attached information relative to the Metro Greenways Planning Grant referenced
in Cliff's letter. I am also awaiting additional information to discover if there are other
grant programs that would assist with acquisition of wetlands. Another attachment
describes the wetland tax exemption program that individual property owners may be
interested in exploring.
This is a difficult issue and will require a solid information base if we are to plan an
appropriate course of action. I should have more information to assist this effort by
Wednesday's meeting.
Pac -20='0
