Thoroughfare Plan — <br />We surveyed property owners who are likely to have their property impacted by the <br />creation of a thoroughfare in this area. (The notice and survey form are attached for your <br />review.) The results on the attached map indicate 14 people are opposed to the creation <br />of a thoroughfare plan and 5 are deemed in favor (2 voted in favor, 3 surveys not <br />returned). <br />Strong opposition to the creation of a thoroughfare plan would seem to indicate efforts <br />are not needed in this regard. However, conditions do change over time. A lack of vision <br />on our part today could result in negative consequences for many property owners in the <br />future by eliminating the potential for development. While we are not advocating <br />development at this time, preserving this ability for the future would seem to be a wise <br />investment for the City given our limited land availability. <br />The downside of this issue we must consider involves the costs associated with <br />establishing the thoroughfare plan as outlined in the City Attorney's memo included in <br />the workshop agenda packet. These costs would include survey work, wetland <br />delineation and utility evaluation if we are to define the appropriate thoroughfare <br />boundaries. Another obvious concern is the coordination between a number of property <br />owners that is necessary to achieve any significant development. <br />The City Council will need to provide direction as to how we should proceed with this <br />issue. If the Council desires to pursue this matter, a moratorium may be necessary to <br />limit development in the short term. <br />Deer Harvest — <br />Attached are the survey results regarding the need for a deer harvest in this area. You <br />will note that 11 are opposed, 10 are in favor (6 voting in favor, and 4 not returned). We <br />are also waiting responses from the Beam Avenue property owners that I neglected to <br />include in the initial distribution.
