MINUTES <br />Arcade /LaBore Area Thoroughfare Plan Neighborhood Meeting <br />July 11, 2000 <br />7:00 p.m. <br />A meeting of property owners within 350 feet of a possible thoroughfare alignment in the <br />LaBore /Arcade area was held at Little Canada City Center on the above date. (See mailing list in <br />file for those people notified of this meeting.) The meeting was conducted by City Staff consisting <br />of the following: <br />• Joel Hanson, City Administrator <br />• Greg Schroeder, Public Works Director <br />• Steve Grittman, City Planner (Northwest Associated Consultants) <br />• Terry Maurer, City Engineer (Howard R. Green, Inc.) <br />Members of the public present are listed on the Sign -up sheet attached. <br />The City Administrator opened the meeting by welcoming those present. He explained that the <br />purpose of tonight's meeting was to discuss the possibility of creating a thoroughfare plan as a <br />means of protecting the development potential of properties in this area. (See attached example of <br />possible layout that was distributed with the notice of this meeting to affected property owners.) <br />The City Administrator explained that the Mayor and City Council feel that protecting the ability to <br />develop our limited, remaining property in an orderly and efficient manner was a top priority at our <br />recent goal setting session. They are concerned that a future subdivision by one (or a few) property <br />owners could impair the ability of others to develop their property in conformance with City codes. <br />The establishment of a thoroughfare plan would be a to ensure development potential is protected. <br />The area east of Arcade and south of LaBore Road is one of seven areas where a thoroughfare plan <br />may make sense. <br />It was explained that the establishment of a thoroughfare plan would be an extensive and costly <br />process. Items that need to be addressed include delineation of any wetlands in the area; surveys to <br />establish the centerline of the proposed thoroughfare, engineering analysis to ensure that utility <br />service is feasible, and legal work to properly record the plan. Once adopted, the plan would serve <br />as a basis in the review of future subdivision requests to protect access to all affected properties. <br />The City Administrator also emphasized the following: <br />• No development proposal is driving this process and no one has approached the City <br />about a future proposal. <br />• If a thoroughfare plan is adopted, the City is not able gain title to anyone's property <br />without appropriate compensation. <br />• The plan would be a recorded document and assist the City in the review of future <br />subdivision requests in the affected area. <br />• The City understands that some property owners will have no interest in developing their <br />property today and into the foreseeable future. However, we need to ensure we are <br />looking into the future to prevent a decision from being made that may limit the rights of <br />others to the full utilization of their property. <br />F y?-102 <br />
