Hanson, City Administrator <br />DATE: August 20, 2000 <br />RE: Workshop to Discuss Thoroughfare Plans - 6:00 p.m. <br />Attached is the Action Plan (Pages 1 -2) we are utilizing to finalize thoroughfare plans throughout <br />the city. This outlines the discussion for Wednesday's workshop. The City Planner is not <br />available for this meeting. <br />Statutory Authorization to Secure Right -of- Way Alignments: <br />The first item we will review is the attached letter from the City Attorney that identifies two <br />methods for securing /protecting right -of -way for future development (Pages 3 -7). Mr. Sweeney is <br />not available for this meeting. However, his letter does a good job of explaining the requirements. <br />Development Alternatives: <br />Atevk <br />Arcade /LaBore Road — This information is included in the Council's regular agenda and will be <br />the focus of discussion during the regular meeting. <br />Allen /Leeward Way — (Exhibit 1— Page 8) A neighborhood meeting was held on January 6`n <br />The results of the meeting focused on Alternative A which is the exhibit attached to this <br />packet. The big issue here is the cooperation between property owners at 785 LaBore <br />(Inman) and 791 LaBore (Lancette), although there are five different owners that would <br />need to do so to achieve this plan. The outcome of the neighborhood meeting is best <br />summarized by Greg Lancette stating the only way he would cooperate is if the Inman's <br />sold their property and were not part of the final development. Given the nature of <br />property ownership and the existing right -of -way, it does not appear necessary to require <br />the formalization of a thoroughfare plan as long as we do not lose site of this layout when <br />extensions of Allen Avenue or Leeward Way are proposed. <br />4 <br />
