Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
Email: cityhall @ci.little - canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Kathy Glanzer, Deputy Clerk
DATE: April 18, 2001
RE: Personnel Policy Changes
Below is a list of recommended Personnel Policy changes and the reasoning for these
changes.
Permanent Versus Regular Employees
Staff is recommending that all references to "Permanent" employees be changed
to "Regular" employees. It is felt that referring to employees as "Permanent" may
cause issues for the City in terms of an implied employment contract.
Housekeeping Changes
Update of any names or telephone numbers as necessary.
Rest Periods — Page 9
The following change is being proposed to more accurately reflect historical
practice while also limiting unnecessary disruption to work flow and travel time
causing breaks to exceed the ten minute limitation.
Employees will be allowed a ten minute paid break approximately midway
through each four -hour shift. The time of the break is subject to the approval of
the supervisor. Unused rest breaks may not be accumulated, nor may they be
used for any purpose other than a mid -shift rest period. Rest breaks should be
scheduled to avoid disrupting City business and taken at the site of working
operations.
Page 13
