?iHNU1k.S <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />access from Arcade Street. <br />Fahey suggested that action on the Richie property division be tabled until <br />the Council can review the thoroughfare plan including recommended <br />easements for road access into this back area. Fahey suggested that the <br />Richie property division may be fine as proposed. However, he felt that <br />the Council needed to review this additional information before <br />proceeding. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by LaVaile, seconded by Pedersen, the public hearing was <br />closed. <br />Morelan questioned whether the City will be able to put a plan in place for <br />the area that will not be affected by the Richie subdivision. Scaize <br />suggested that obtaining a few elevations and putting together some <br />diagrams based on those elevations will be very helpful. If the Richie <br />property, is too steep for an access road, then this should be documented. <br />Morelan suggested that he would be hard- pressed to deny the subdivision <br />based on the fact that the access road could go through the Richie <br />property. Scalze pointed out that the information will show if there are <br />other options for this access road. <br />Pedersen suggested that if this is the only place the access road can go, the <br />Council will have to deal with the situation. However, if there are other <br />options, then the Richie subdivision is not a concern. <br />Fahey suggested that once the information is in, the City should proceed to <br />obtain easements for the road before someone else proposes the <br />subdivision of their property or pulls a building permit and other parcels <br />are landlocked. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION N0. 99 -8-220 — TABLING ACTION ON THE RICHIE <br />PROPERTY DIVISION PENDING ADDITIONAL INFORMATION <br />FROM CITY STAFF RELATIVE TO A THOROUGHFARE PLAN <br />FOR THE AREA AND ACCESS POINTS TO LABORE ROAD FOR A <br />FUTURE ROAD IMPROVEMENT COMING IN FROM ARCADE <br />STREET <br />Page 8 <br />
