Scalze suggested that there are some <br />areas left where access could be provided to LaBore Road, particularly in <br />the area of the powerlines. <br />Richie agreed that the way to develop the back area would be with a road <br />from Arcade Street. He noted that there is some wetland areas in the back, <br />but pointed out that roads have been put through these types of areas <br />before. Richie indicated that given the grade of his property it would not <br />be feasible for the access road to LaBore Road to come through at that <br />point. He noted that it would be very expensive to get sewer in with these <br />grades. Richie suggested that the Scully land might be a possibility for <br />road access to LaBore Road. <br />Scalze pointed out that the Scully property only has 75 feet of frontage on <br />LaBore Road. <br />Richie pointed out the access point that exists to the Beam <br />Avenue/Kohlman area. <br />Scalze suggested that there are also areas where access can be provided to <br />LaBore Road. <br />Fahey again stated that the Council needs to look at the thoroughfare plan <br />for the area to be sure that the Richie subdivision would not result in <br />property being landlocked. Another consideration would be the length of <br />the cui -de -sac that the City would be willing to approve if there was no <br />way to connect a road from Arcade Street out to LaBore Road. Fahey <br />suggested that the thoroughfare plan be updated and that the City Engineer <br />also comment on this issue. Fahey stated that from a planning standpoint, <br />this information needs to be on record. <br />Richie stated that he did not want the access point to LaBore Road next to <br />his house. He agreed, however, that the road would have to come in from <br />Arcade Street. <br />Fahey pointed out that it would not be feasible to have a 3,000 -foot long <br />cui -de -sac. He agreed with Scalze that an access point at the powerlines <br />might be a possibility. <br />Richie asked why the City didn't get involved with Maplewood when they <br />were developing their land. Scalze indicated that Maplewood doesn' t <br />want to have border roads given the difficulties that result with <br />maintenance issues. Scalze pointed out that there is enough property in <br />this area to develop without the assistance of Maplewood. Scalze <br />suggested that it may be a good use ofTIF dollars to assist in obtaining <br />Page 7 <br />
