to build a minimum width garage at 19.5 feet (20 feet is the common minimum dimension,
and many two car garages are 22 to 24 feet in width).
A detached garage would not practical on this parcel without major modifications to the
existing home. The garage could not be located toward the front since it could not meet
both the 30 foot setback and the six foot building separation requirement. Moreover, the
City requires a Conditional Use Permit to locate garages in front of principal buildings, a
less favored arrangement. A detached garage would also not fit to the rear due to conflicts
with the building separation requirement and the 10 foot rear setback.
Summary and Recommendation
Because either of the alternatives would involve a detached garage and the need for other
setback variances, planning staff believes that the attached proposal with the five foot side
yard is justified as both more reasonable, and a preferred arrangement over the detached
alternatives. In addition, the five foot side yard setback is a condition that exists on other
single family lots, and would look more in character with the neighborhood. As such, we
recommend approval of the five foot side yard setback variance to allow the construction
of an attached garage as proposed on the attached site plan.
cc: Kathy Glanzer
Greg Schroeder
Steve Westerhaus
Terry Maurer
Tsgeroman Abraham
Page 46
