Green Co Mr. Joel Hanson City Administrator City of Little Canada 515 Little Canada Road East Little Canada, MN 55117 -1633 _npany RE: COLD INPLACE RECYCLING OF RYAN DRIVE Dear Mr. Hanson: This letter is in regard to your request to compare cost of cold inplace recycling of Ryan Drive under the 2001 Street Reconstruction and Utility Improvements project or under agreement with Ramsey County. The cold inplace recycling of a street consists of a four -step process. The first step is to pulverize the existing pavement, destroying any existing crack patterns. The second step would be to grade the pulverized surface to provide a standard cross - section with a 2% crown. During this step, additional asphalt emulsion is added to the bituminous material. The pulverized material is then compacted in the third step, using standard mechanical methods to establish a uniform roadway cross - section. The final step of the cold inplace recycling process is to place a 2 -inch bituminous overlay over the entire roadway surface. This takes place approximately one week after the completion of the compaction of the pulverized surface. Ramsey County was contacted regarding their plans for a cold inplace recycling project within the County. We were told the County did have a cold inplace recycling project scheduled for this construction season In the vicinity of Ryan Drive. They also indicated that they would include the cold inplace recycling of Ryan Drive with their project. Their estimated cost to the City would be $35,000 to $40,000. The estimated cost of the cold inplace recycling included with the 2001 Street Reconstruction and Utility Improvements project Is approximately $50,000. The difference in cost is due mainly to the size of the project and the availability of a recycling machine, When Ryan Drive is included in a larger cold inplace recycling project, the cost of the reclaiming machine and mobilization can be spread out over the entire project. This cannot be done if Ryan Drive were to be cold inplace recycled alone. Due to the cost savings the City of Little Canada would receive, it is our recommendation that the cold inplace recycling of Ryan Drive be completed by the County under their contract. This will require a written agreement between Ramsey County and the City of Little Canada.
