Green Co <br />Mr. Joel Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />_npany <br />RE: COLD INPLACE RECYCLING OF RYAN DRIVE <br />Dear Mr. Hanson: <br />This letter is in regard to your request to compare cost of cold inplace recycling of Ryan <br />Drive under the 2001 Street Reconstruction and Utility Improvements project or under <br />agreement with Ramsey County. <br />The cold inplace recycling of a street consists of a four -step process. The first step is to <br />pulverize the existing pavement, destroying any existing crack patterns. The second <br />step would be to grade the pulverized surface to provide a standard cross - section with a <br />2% crown. During this step, additional asphalt emulsion is added to the bituminous <br />material. The pulverized material is then compacted in the third step, using standard <br />mechanical methods to establish a uniform roadway cross - section. The final step of the <br />cold inplace recycling process is to place a 2 -inch bituminous overlay over the entire <br />roadway surface. This takes place approximately one week after the completion of the <br />compaction of the pulverized surface. <br />Ramsey County was contacted regarding their plans for a cold inplace recycling project <br />within the County. We were told the County did have a cold inplace recycling project <br />scheduled for this construction season In the vicinity of Ryan Drive. They also indicated <br />that they would include the cold inplace recycling of Ryan Drive with their project. Their <br />estimated cost to the City would be $35,000 to $40,000. The estimated cost of the cold <br />inplace recycling included with the 2001 Street Reconstruction and Utility Improvements <br />project Is approximately $50,000. The difference in cost is due mainly to the size of the <br />project and the availability of a recycling machine, When Ryan Drive is included in a <br />larger cold inplace recycling project, the cost of the reclaiming machine and mobilization <br />can be spread out over the entire project. This cannot be done if Ryan Drive were to be <br />cold inplace recycled alone. <br />Due to the cost savings the City of Little Canada would receive, it is our recommendation <br />that the cold inplace recycling of Ryan Drive be completed by the County under their <br />contract.
