Request for Qualifications Rice Street Crossings Cities of Little Canada, Vadnais Heights and Shoreview Ramsey County Metro Transit Minnesota Department of Transportation March, 2001 Intent A coalition of agencies comprised of the Cities of Little Canada, Shoreview, Vadnais Heights, Ramsey County, Metro Transit and the Minnesota Department of Transportation is seeking the services of a qualified multi - disciplinary planning firm, to assist in the planning efforts for Rice Street Crossings. Rice Street Crossings is a planning study that will enable the involved agencies to proactively plan for this area and respond to changes planned for this area. The scope of services attached describes the project in detail. Proposal Requirements Written Proposal — Interested firms must submit 15 copies of a written proposal containing the following information: 1. Project team members 2. Project team experience and qualifications 3. Comparable projects 4. Estimate of cost of services, including a disclosure of costs not included in the estimate 5. Project team's ability as it relates to the selection criteria (see Selection Process below) Oral Presentations — Staff of the participating agencies will review all written proposals and select firms for an interview and oral presentation. Key Considerations — The following factors should be considered during preparation of the written proposal and estimates of cost for services: 1. During the process, the firm will be responsible for meeting with the technical advisory committee. This committee includes staff representatives for the coalition agencies. Individual meetings with the agencies involved may also be necessary. 2. The firm will also be responsible for conducting a series of four workshops with a designated task force. This task force will consist of elected or appointed officials, business owners and property owners within the study area. Page 33
