Request for Qualifications <br />Rice Street Crossings <br />Cities of Little Canada, Vadnais Heights and Shoreview <br />Ramsey County <br />Metro Transit <br />Minnesota Department of Transportation <br />March, 2001 <br />Intent <br />A coalition of agencies comprised of the Cities of Little Canada, Shoreview, Vadnais <br />Heights, Ramsey County, Metro Transit and the Minnesota Department of Transportation <br />is seeking the services of a qualified multi - disciplinary planning firm, to assist in the <br />planning efforts for Rice Street Crossings. Rice Street Crossings is a planning study that <br />will enable the involved agencies to proactively plan for this area and respond to changes <br />planned for this area. The scope of services attached describes the project in detail. <br />Proposal Requirements <br />Written Proposal — Interested firms must submit 15 copies of a written proposal <br />containing the following information: <br />1. Project team members <br />2. Project team experience and qualifications <br />3. Comparable projects <br />4. Estimate of cost of services, including a disclosure of costs not included in the <br />estimate <br />5. Project team's ability as it relates to the selection criteria (see Selection Process <br />below) <br />Oral Presentations — Staff of the participating agencies will review all written proposals <br />and select firms for an interview and oral presentation. <br />Key Considerations — The following factors should be considered during preparation of <br />the written proposal and estimates of cost for services: <br />1. During the process, the firm will be responsible for meeting with the technical <br />advisory committee. This committee includes staff representatives for the <br />coalition agencies. Individual meetings with the agencies involved may also be <br />necessary. <br />2. The firm will also be responsible for conducting a series of four workshops with a <br />designated task force. This task force will consist of elected or appointed <br />officials, business owners and property owners within the study area. <br />Page 33 <br />
