Rice Street Crossings Redevelopment <br />3. Other meetings with the Councils /Boards or other appointed groups might be <br />required by the participating coalition agencies. These meetings will be funded <br />by those agencies and not through this study. Therefore, costs associated with <br />those meetings should not be included in the RFQ. <br />4. There is no expressed or implied obligation for the coalition agencies to reimburse <br />responding firms for any expenses incurred in preparing proposals in response to <br />this request. <br />5. The coalition agencies reserve the right to reject any proposals submitted, to <br />request additional information or clarifications from proposing firms, to allow <br />corrections of errors or omissions, to retain all proposals submitted and to use any <br />ideas in a proposal regardless of whether that proposal is selected. <br />6. Submission of a proposal indicates acceptance by the firm of the conditions <br />contained in the RFQ, unless clearly and specifically noted in the proposal <br />submitted and confirmed in the contract between the coalition agencies and the <br />firm selected. <br />Selection Process <br />Selection — The selection process will comply with the State requirements for the <br />selection of consultant services. Members of the technical advisory committee will <br />review and rate the submitted proposals, then recommend a preferred firm to the <br />Councils /Boards of the coalition agencies for approval. Proposals will be evaluated <br />using the following criteria: <br />1. Project team members, experience and qualifications <br />2. Comparable projects <br />3. Estimated cost of services <br />4. Project management capability of the team. <br />5. Demonstrated ability to work with a multitude of agencies as well as members of <br />the public, affected property owners and business and elected officials. <br />6. Demonstrated ability to be creative in providing an innovative suburban <br />environment using smart growth techniques that will enhance the quality of life in <br />this area. <br />7. Demonstrated familiarity with transit, transit facilities and needs. <br />8. Demonstrated ability to work with complex transportation and land use issues. <br />9. Demonstrated ability to develop a master plan for the Ramsey County <br />Maintenance Facility site that takes into consideration the needs of Metro Transit, <br />Shoreview and Ramsey County, fits in with the concurrent concept land use plan <br />and is compatible with surrounding land uses. <br />10. Demonstrated ability to develop a concept land use plan for the study area that is <br />compatible with surrounding land uses and considers the planned transportation <br />improvements for the area. <br />Page 34 <br />
