Neighborhood Meeting Minutes <br />Little Canada Road /McMenemy Parking Lot <br />February 26, 2001— 5:00 p.m. <br />The City Administrator welcomed those present to tonight's neighborhood meeting to discuss <br />possible improvements to the parking lot at the southeast intersection of Little Canada Road and <br />McMenemy Street. Those members of the general public attending were Corrine Schmidt of NE <br />Residence Council, Ambrose Panek, George Rossez, and Bob DeBace representing St. John's <br />Church. (Mr. DeBace arrived at 5:45 p.m.) City staff in attendance was Greg Schroeder, Public <br />Works Director and Joel Hanson, City Administrator. <br />The City Administrator explained the need to reconstruct the parking lot due to its deteriorated <br />condition. He stated the goals staff tried to attain were to (1) maximize parking, (2) minimize on- <br />going maintenance, (3) make it functional for traffic flow, and (4) enhance aesthetics. <br />The Public Works Director then reviewed the proposed layout for the lot. He also discussed other <br />design alternatives that were considered. He emphasized the following points: <br />• Proposed layout had 44 parking spaces. (Current configuration has 47 according to <br />his calculation although St. John's allowed for 51 on their recent site plan.) <br />• Parking spaces are nine feet in width. <br />• The proposed pavement section would be three inches (3 ") of asphalt placed on top <br />of eight inches (8 ") of class V material. The asphalt would be applied in two lifts. <br />• Concrete curb and gutter (B -6 -18) would be installed along the interior of the lot. <br />(The existing bituminous curbing along Little Canada Road and McMenemy will <br />remain, as it is good condition.) <br />• Surmountable curb will be installed at the east end of the lot to facilitate snow <br />removal. <br />• The existing 15" storm sewer line that goes through the south end of the lot (most <br />likely on private property) will be reconstructed from the point NE Residence <br />completed last summer to the catch basin on McMenemy. <br />• Another storm sewer line appears to be needed at the east end of the parking lot due <br />to existing topography. <br />• Paver bricks are proposed on the NW corner of the lot. (They are recommended by <br />staff to improve the appearance of this area due to the difficulty in growing and <br />maintaining grass at this location.) <br />• The medians on either side of the corner area would be filled with river rock, similar <br />to what exists at the parking lot at City Center. <br />• Banner poles relocated from Little Canada Road and County Road C would be <br />installed in the median areas. <br />• Two 24 -foot curb cuts are proposed for the lot. <br />• The lot would be striped as part of the project. <br />• Handicapped parking, including van accessible spots, is proposed in compliance with <br />appropriate codes. <br />• It was noted that the improvements proposed contemplate one overall project that <br />also involves private properties. An agreement would be needed with each property <br />owner to undertake work on private property. The alternative would be to end the <br />Page 12 <br />
