MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 15, 2001 <br />sac would bring the cul -de -sac right up to the garage doors for the homes <br />that would be constructed on the two new lots. <br />Keis asked if the Fire Department has looked at the proposal. Theis <br />replied that they had not, but noted that they did look at the last extension <br />that occurred in 1994. At that time the Fire Department required that a <br />fire hydrant be installed in the area of the new homes to provide better <br />access to water. Theis indicated that garbage trucks drive into the <br />Leeward Way area and then back out to the cul -de -sac at the intersection <br />of Leeward Way and Windward Way. <br />Roycraft reported that he asked the City Administrator to provide the <br />thoroughfare plan for the area that is before the Commission this evening. <br />Roycraft stated that he recognizes the need for a plan for future <br />development of this area, and felt it was to everyone's advantage to have a <br />comprehensive plan for the area, rather than development which occurs <br />two lots at a time. <br />Theis pointed out that this is the last small extension of Leeward Way that <br />can occur given that the next properties to the south are two large parcels. <br />The next extension will either be a turn into Allen Avenue or the full <br />extension of Leeward Way to the south. The City Planner agreed. <br />Roycraft stated that his concern was the thoroughfare plan and the need <br />for a comprehensive development of the area as a whole. Roycraft stated <br />that he was concerned with extending Leeward Way in a temporary <br />fashion now without any idea for when the rest of the area would develop. <br />Edward Inman, 785 LaBore Road, indicated that he owns the large <br />westerly parcel to the south of this proposal. Inman proposed that a half <br />street be developed on his property so that Leeward Way could be <br />connected to Allen Avenue. Inman stated that he is interested in <br />continuing the extension of Leeward Way so that he can do some <br />development of his property. <br />Keis pointed out that the issue of putting in a half street raises some other <br />issues for the City. <br />Jim Otto, 3025 Leeward Way, expressed concern about the lack of a cul- <br />de -sac on the end of Leeward Way and the resulting problems for vehicles <br />wishing to turn around. Otto stated that he was interested in getting some <br />turn around at the end of the street so that vehicles would not turn around <br />in his driveway. <br />Page 21 <br />
