Hanson <br />Email: cityhall @ ci.little - canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: February 7, 2001 <br />RE: Workshop with Ramsey County Sheriff's Department <br />Here is the listing of topics I provided to Undersheriff George Altendorfer for our workshop of February <br />14, 2001: <br />• The vision and goals for police services given the change in leadership at the patrol <br />station. <br />• Planned funding /budget implications due to these changes or other initiatives. (Issues <br />such as investigations should obviously be discussed as well as any others you feel are <br />warranted.) <br />• The need for the Automated Pawn System recommended for Lincoln Pawn and Jewelry. <br />They have informed us it will cost them $5,000 annually to operate this program. (They <br />are also looking for an offset to their license fee to defray this cost.) They have indicated <br />they keep excellent records so the question becomes do we gain $5,000 of benefit? Lt. <br />Moore informed me that other pawnshops that have implemented this system pass the <br />cost on to their customers. Apparently, it amounts to about a $1.50 per transaction. I <br />have called Mr. Smothers for his opinion on this, but we haven't connected as of yet. <br />• Effectiveness of the DARE program. (1 have raised this issue with the group that 5th <br />grade DARE by itself doesn't seem to be a prudent expenditure given documentation <br />that it effectiveness is minimal without more follow -up in later grades. We have <br />discussed the possibility of expanding DARE into a middle school curriculum but are <br />met with resistance on the part of school districts due to other demands placed on <br />valuable curriculum time. You may want to discuss this with John Luey to get his <br />perspective. I could see our council favoring an expansion of the program to increase <br />effectiveness of the expenditure or eliminating it all together to put those resources to <br />"better" use. Keep in mind they have not discussed either to any great degree but <br />would like more information on the Sheriff Department's position.) <br />• Assistance by Deputies in certain code enforcement areas such as junk vehicles noticed <br />on patrol, enforcement of "no- parking" zones, removal /citations for unlicensed vendors <br />who set up shop along Rice Street at various locations, (They sell rugs, flowers, Vikings <br />paraphernalia when they win, etc.), cars for sale along Rice Street on various <br />commercial sites, or other obvious problems that are developing that the Deputies could <br />make us aware of. <br />Page 1 <br />
