MINUTES <br />CITY COUNCIL <br />NOVEMBER 21, 2000 <br />Frattalone pointed out that the Planning Commission was concerned that <br />outdoor storage would be visible from the freeway. He reported that he <br />would screen the storage with fencing or spruce trees, but indicated that he <br />preferred a fence screen given he will be fencing the storage areas <br />anyway. <br />Morelan asked the percentage of outdoor storage to building. Frattalone <br />estimated that approximately 1/3 of the site would be utilized by building <br />while 2/3 would be outdoor storage. <br />Morelan asked if there were any restrictions on the amount of outdoor <br />storage allowed in a PUD District. The City Planner replied that there <br />were not. He pointed out that only the I -P District restricts the percentage <br />of outdoor storage to 75% of the size of the building. The Planner also <br />pointed out that initial discussions about the use of this property <br />contemplated an office, office/warehouse, or manufacturing use. None of <br />these uses would have outdoor storage associated with them. <br />Scalze indicated that when the rezoning was considered, the Council <br />contemplated a corporate headquarters -type of development on this site. <br />Scalze pointed out that the property has good soils, and that outdoor <br />storage is allowed in Ryan Industrial Park because that area has poor soils. <br />Scale pointed out that the Frattalone business has a lot of outdoor storage. <br />Frattalone pointed out that the existing location of his business is zoned <br />I -1 with 225 feet off South Owasso Blvd. being zoned I -P. He noted that <br />the site he purchased from the St. Paul Water Department is PUD with I -1 <br />underlying. <br />The City Planner indicated that this property is zoned PUD with no <br />reference to an underlying zoning. Therefore, any use of the site is <br />negotiable with the City Council. <br />Scalze pointed out that there is no outdoor storage in the Blacktern <br />townoffice development just north of the pond from Frattalone's property. <br />Frattalone pointed out the surrounding area noting the outdoor storage on <br />the Pioneer Cabinet property, as well as the portable satellite storage to the <br />southeast. Frattalone further noted that to the east there is some tractor <br />trailer storage on the McKesson property. <br />Frattalone indicated that without the Pioneer Cabinet property, his <br />proposal is a $4 million project including the land. <br />Page 17 <br />
