MINUTES
CITY COUNCIL
NOVEMBER 21, 2000
The foregoing resolution was duly seconded by Scalze.
Ayes (5) Morelan, Scalze, Fahey, LaVaile, Pedersen.
Nays (0). Resolution declared adopted.
CONCEPT Frank Frattalone, Frattalone Excavating, appeared before the Council
PUD PLAN — and presented a concept PUD plan for the property he owns just south
NRATTALONE ofBlacktern Pond. Frattalone pointed out that approximately one to two
years ago he purchased this property from the St. Paul Water Department.
At that time, the property was rezoned from B -3 to PUD with an I -1
underlying zoning. At that time, the Council indicated that they wanted to
see the property develop with a nice building. Frattalone reported he has
had the property listed for sale with two different realtors, has had some
interest expressed in it, but no serious offers. Frattalone further indicated
that his business is outgrowing his site in Ryan Industrial Park. He has
looked at land owned by Comfort Bus adjacent to his current site, with the
possibility of Comfort Bus building on the Water Department site.
However, this has not worked out; and as a result, he is proposing to
develop the property for his business.
Frattalone presented concept development plans for the site pointing out
that he is proposing a 25,000 square foot shop building, a 3,000 square
foot shop, and two future additions. He is also proposing a 12,000 to
15,000 square foot office building. Frattalone presented the Council with
pictures of some brick buildings that he indicated are similar to the type of
construction he is proposing for his office building. Frattalone also
indicated that he is proposing to purchase the Pioneer Cabinet property
and relocate his paving company on that site within the next 1 to 2 years.
Frattalone reported that when the concept was presented to the Planning
Commission, some concerns were expressed with regard to outdoor
storage. He presented pictures of the area from various angles to show the
limited visibility of the property.
Frattalone indicated that there is a 100 -foot strip of land between his
property and Spruce Street that is owned by the St. Paul Water
Department. Frattalone indicated that he is negotiating for to lease this
space for employee parking.
Frattalone reported that the shop building he is proposing to construct
would be a pre- stressed concrete building. He showed the Council
samples of the various facade treatments that could be used on the outside
of the building.
Page 16
