MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 1997 <br />Fahey asked the type of user that Frattalone anticipated for the site. <br />Frattalone replied that one user he has had discussions with packaged <br />plastic products. This user was looking for 30% office space, and the rest <br />warehouse. Frattalone indicated that he has had discussions with two <br />users both of whom wanted development to begin immediately. Given the <br />site work that is necessary, this was not possible. Frattalone also pointed <br />out that the I -P District requires 30% of the site to remain green area. <br />Scalze felt that once the site was graded, a certain type of development <br />could be locked in. <br />Frattalone indicated that it would be difficult to market the site the way it <br />is. <br />Scalze stated that she did not have a problem with an I -P use, but felt that <br />30% office space and the rest warehouse was not a good use of the <br />property. <br />Frattalone indicated that he was open to a PUD with restrictions limiting <br />the percentage of warehouse space. <br />Fahey suggested that the property be rezoned to PUD. Fahey pointed out <br />that the site must be graded in order to be made developable. Fahey aiso <br />pointed out that the building developed on the site would have to meet a <br />certain mix of office and warehouse. Frattalone would be taking a risk as <br />to what that percentage of mix would be. <br />Frattalone felt that was acceptable as long as the building would not be <br />limited to totally office. Frattalone suggested that the property could <br />either be rezoned to PUD with an I -P underlying district and the amount of <br />warehouse limited, or the property could be rezoned to I -P with those <br />same restrictions. <br />The City Planner suggested that the more upfront approach would be to <br />rezone the property to PUD with a conditional use permit for an <br />office /warehouse development. <br />Morelan pointed out that the Council had this discussion previously, and <br />asked if the Council's thoughts had been passed on to the Water <br />Department. <br />Page 33 <br />
