MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 1997 <br />The City Administrator reported that at the time the discussion occurred, <br />the Water Department was informed that the Council preferred a campus <br />type of development. <br />Morelan stated that he was not sure the Water Department did an excellent <br />job of working that into their marketing of the property. <br />Fahey suggested that perhaps the City should help promote the property <br />rather than sit back and wait for a user to come forward. <br />Frattalone stated that he did not think the property would be saleable as all <br />office use. <br />Fahey suggested that Frattalone reapply for a PUD zoning. Fahey pointed <br />out that PUD would give the City more control over how the site is <br />developed. Fahey stated that he would support the PUD rezoning as well <br />as allowing Frattalone to begin grading the site. Fahey further suggested <br />that an outside consultant be retained to market the property. <br />Pedersen questioned the City's marketing of the property when it does not <br />own it. Fahey replied that the City could assist in marketing the site. <br />Morelan pointed out that the site is relatively new on the market, and he <br />was not sure that the City had to aggressively market the site. <br />Pedersen stated that "corporate headquarters" are buzz words, and he was <br />not sure how this term was defined. Pedersen was concerned that the term <br />"corporate headquarters" limited the development to strictly office. <br />Scalze stated that she liked the idea of the City actively pursuing a certain <br />type of development on the site. Fahey pointed out that the City has an <br />EDA and there may be things that could be done to attract a developer. <br />Pedersen stated that he was not aware that the City would spend money to <br />sell private property. Pedersen suggested that if the City markets the <br />property, it should control it. <br />Scahe suggested that perhaps staff can come up with some ideas on this <br />issue. <br />Fahey suggested that with a PUD zoning, the City would control the <br />property. Fahey stated that a mixture of office and industrial use was <br />acceptable to him given the right construction. If I -P zoning is the City's <br />fail -back position, Fahey stated that he was not uncomfortable with that. <br />Page 34 <br />
