MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2001 <br />They are also making arrangements to park some of their vehicles at other <br />business locations. <br />Roycraft asked what the situation would be for after hours drop off of <br />vehicles. O'Brien was not sure and suggested that if an after hours drop <br />off was needed by the customer, those arrangements would be made. <br />Roycraft asked if the business was a franchise. O'Brien stated that it was, <br />and it was the first location for this franchise in the Twin Cities. She also <br />hoped that they would be able to expand to other locations over the next <br />few years. <br />Duray asked about handicapped parking. The City Planner indicated that <br />the handicapped parking is a building requirement and adequate <br />handicapped spaces have been provided on site. <br />Roycraft asked if the rental business was limited to passenger cars. <br />O'Brien reported that they would be renting passenger cars, vans, SUV's, <br />and pick -up trucks. <br />The City Planner noted that the car rental business would have four <br />parking spaces at the back of the property and two at the front. He <br />indicated that rental cars cannot be stored at the front of the property. <br />Those two spaces must be reserved for customer and employee parking. <br />Roycraft asked about maintenance and cleaning of the vehicles. O'Brien <br />indicated that they would not be doing maintenance or cleaning at this site. <br />Roycraft suggested that any approval be subject to future review of the <br />CUP. He noted that his concern was that the business would grow and <br />numerous rental cars in the parking lot could become a problem. <br />Keis pointed out that the issue would become one of code enforcement, <br />and the City would have the authority to revoke the CUP. <br />Duray asked about fencing the rental car parking area. The City Planner <br />indicated that fencing is not needed given that the parking area is not <br />adjacent to a public right -of -way or residential property. <br />Mr. Barraclough recommended approval of the Conditional Use Permit to <br />operate a car rental facility at 2608 Rice Street as requested by Patrick and <br />Jane O'Brien subject to compliance with the recommendations of the City <br />Planner as outlined in his report dated January 9, 2001, further clarifying <br />that the business would be limited to four rental car at this location and <br />these rental cars must be parked in the designated parking spots at the rear <br />of the site. <br />Page 35 <br />
