MINUTES
PLANNING COMMISSION
JANUARY 11, 2001
PLAN REVIEW,
CUP, AND
PROPERTY
DIVISION —
ST. JOHN'S
CHURCH
Motion seconded by Duray.
Motion carried 4 — 0.
Dave Heller, H2 Architects, appeared before the Commission requesting
plan review, a Conditional Use Permit for off -site parking, and a property
division for St. John's Church as relates to their construction of a new
school facility as well as a new rectory.
The Commission began with a review of the property division to create a
new lot on the Savage Lane cul -de -sac. Father Fitzpatrick reported that
the new lot would be created and a house constructed on the lot. This
house would serve as the residence for the priest for the church. Father
Fitzpatrick pointed out that the existing residence will be converted to all
office area and meeting space.
Keis asked if the lot would remain zoned Public. The City Planner
indicated that the Public zoning allows for residential uses for people
employed at the church. Therefore, the property division can occur and a
new rectory constructed under the Public zoning. Should the church no
longer need the house and would decide to sell it, the property would have
to be rezoned to R -1.
The property owner at 335 Savage Lane asked for more information on the
property division. Father Fitzpatrick indicated that the lot would be 90
feet by 125 feet. A single- family style home and garage would be
constructed on the lot and would serve as the home for the church priest.
Access to the house would be via Savage Lane. Father Fitzpatrick
indicated that as many trees as possible would remain on the lot. Traffic
to and from the house would be limited and likely just that of the priest
coming and going from his home.
Duray asked if the lot met the City's minimum requirements. The City
Planner indicated that the lot exceeds minimum requirements.
Keis asked if there would be any issues with drainage for this lot. The
City Planner pointed out that some grading of the lot would be necessary
to construct the home. He felt that drainage issues were more related to
the remainder of the St. John's proposal.
Mr. Barraclough recommended approval of the property division proposed
by St. John's Church for a lot at the end of Savage Lane subject to
compliance with the recommendations of the City Planner and the City
Engineer.
Page 36
