be whether the count reflects a representative use of the property. The 190 spaces
proposed in this application would be augmented by on- street parking in the case of
overflow events. One option to consider would be the City's reservation of the right to
require additional on -site parking which could be constructed if warranted due to regular
overflow problems. There appears to be adequate room on the property to provide
additional space. Staff recommends approval of the subdivision as submitted, and
approval of the Conditional Use Permit with the following conditions:
1. Provision of the required handicapped parking on the church property, based on a
supply of 190 parking spaces.
2. Redesign of the access drive on the westerly Little Canada Road frontage to one
access point.
3. Compliance with the City Engineers' recommendations.
4. Reservation of the right to require additional on -site parking if the current parking
supply is found to be insufficient, or overflow parking is found to have a negative
effect on public safety.
cc: Kathy Glanzer
Greg Schroeder
Steve Westerhaus
Terry Maurer
St. John's Church
Page 54
