The proposed school building will have sanitary sewer service extended from the <br />same manhole which serviced the existing building. Water service is proposed <br />by a 6 -inch water line with a 2 -inch domestic service tapped off of it near the <br />northern end of the proposed building expansion. Both of these water services, <br />the 6 -inch and the 2 -inch, are proposed to have valves located near the property <br />line. These proposed utility services are acceptable to the City. <br />3. There are no new hydrant locations shown anywhere on the proposed plan. <br />Also, we question whether the Fire Chief will require a fire lane around the <br />perimeter of the building. The plan needs to be reviewed by the Fire Chief for the <br />location and number of new fire hydrants and whether or not a fire lane will be <br />required. <br />C. SITE PLAN IMPROVEMENTS <br />The site plan proposed improvements create a parking area along McMenemy <br />Street in the location of the existing school. It is proposed to use the existing <br />driveway near the church building on McMenemy Street and to create an <br />additional access approximately 340 feet further to the south. There are no <br />designated handicap parking stalls for this new parking lot. We question whether <br />handicap parking stalls will be required near the building in the McMenemy Street <br />parking lot. <br />2. There is an existing hydrant located near the proposed parking lot access at the <br />south end on McMenemy Street. It appears that this existing hydrant will fall in <br />the curb line. First, it is questionable whether this hydrant will be needed after <br />the existing school is removed. Whether the hydrant is needed should be <br />verified with the Fire Chief and Public Works Director. If the fire hydrant is to <br />remain in place, the curb line should be adjusted slightly or the hydrant relocated <br />so that it falls five feet behind the new curb line. <br />3. There will be a certain amount of overland flow which will drain directly onto <br />McMenemy Street from the northern driveway access. With the installation of a <br />storm drainage system to drain the remainder of the parking lot, we would <br />recommend that additional catch basins be stubbed up to this location to pick up <br />as much drainage as possible and eliminate overland flow onto McMenemy <br />Street. <br />There is also a small parking area off of Little Canada Road in the northwestern <br />part of the site. This parking lot creates two access points onto Little Canada <br />Road within less than 100 feet of each other. Little Canada Road is a County <br />Road so therefore a Ramsey County permit will be necessary for the construction <br />of these access points.
