MINUTES <br />PLANNING COMMISSION <br />JANUARY 11, 2001 <br />Motion seconded by Duray. <br />Motion carried 4 — 0. <br />The Commission discussed parking issues related to the proposal. It was <br />noted that while the City's parking requirements call for 220 spaces, there <br />has been 190 parking spaces proposed, 110 of which are on -site, 29 off- <br />site north of Little Canada Road, and 51 off -site east of McMenemy Road <br />It was noted that for large gatherings, St. John's would plow an overflow <br />parking area on site. <br />The City Planner indicated that St. John's counted the number of parking <br />spaces that get utilized during heavy demand times and came up with 180 <br />vehicles. This included parking in parking lots as well as on- street <br />parking. The Planner indicated that if this calculation is correct and St. <br />John's provides 190 parking spaces, the need for on- street parking will <br />cease. There will be certain times, however, when 190 parking spaces will <br />not be enough, and St. John's can provide temporary on -site parking. <br />However, if there are regular parking shortages, the Planner recommended <br />that the City reserve the right to require the installation of additional on- <br />site parking. There is adequate room to do so on the property. <br />Barraclough asked what the City's mechanism is for requiring additional <br />on -site parking. The City Planner pointed out that the property is very <br />visible and if parking is a problem, the City will be aware of it. The City <br />can then require that additional on -site parking is installed. <br />There was some discussion of the on- street parking situation that currently <br />exists, and it was pointed out that on- street parking at the intersection of <br />McMenemy Street and Little Canada Road had become a safety problem. <br />Signage was installed to address this problem. Roycraft asked if the on- <br />street parking would be totally eliminated in this area once St. John's has <br />adequate on -site parking. The Planner indicated that the Council would <br />likely address that issue if there was the need to do so. <br />Roycraft suggested that perhaps a walk signal could be installed to assist <br />people crossing the street to St. John's off -site parking. Father Fitzpatrick <br />noted that with the increase in on -site parking there would be fewer people <br />crossing the street to the off -site parking. <br />Keis indicated the City Engineer's recommendations regarding drainage <br />that will have to be complied with. <br />Page 62 <br />
