Hanson, City Administrator
DATE: January 19, 2001
RE: Legislative Issues
Mayor Fahey and Members of the City Council
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
State Senator Mady Reiter (former Shoreview City Council member) will be present at
Wednesday's meeting to re- introduce herself to us given her new position and to talk
about legislative issues of importance to us.
In a related topic, the Ramsey County League of Local Governments will be holding their
legislative round table discussions on Thursday, January 25th at the League of Minnesota
Cities building from 7 to 8:30 p.m. (All elected officials are welcomed and encouraged
to attend.) They have asked us for our top five legislative priorities /issues.
Attached is a summary listing of the LMC's 2001 legislative policies. (Detailed
descriptions of each policy are available on their web site should you be interested. I also
have a copy in my office.) Some of the key issues facing our community are as follows:
❖ Telecommunications restructuring and the impact on our cable franchise fees;
+ Property tax reform and its implication for TIF District revenue streams;
❖ Re- establishment of sales tax exemption for Local government purchases (especially
in light of substantial surpluses and possible property tax reforms);
• The push for wine sales in grocery stores thereby increasing youth access to alcohol;
❖ The need for retaining walls on I -35E and 694;
❖ Tax Increment Financing reforms (further limitations and /or prohibitions making
redevelopment difficult;
The Council may want to talk about these issues with Senator Reiter and prioritize their
top five issue /concerns for use at Thursday's RCLLG meeting.
Page 64
