f. Additional Collection Service. Refuse in excess of the designated <br />volume -base per dwelling unit or residential dwelling units desiring <br />collection of items from a location other than the boulevard adjoining <br />the curb will be subject to additional collection service charges as set <br />forth in Attachment `B." Collection service for white goods and <br />bulky items must have prior arrangements with the Contractor for <br />collection and shall also be billed in accordance with Attachment <br />g. <br />Reporting. Tonnages of refuse or garbage collected shall be reported to <br />the City on a bi- annual basis. <br />h. Free Pick -Up at City -Owned Properties. Waste Management, Inc. shall <br />provide service as necessary for the collection and disposal of refuse <br />from all City -owned properties and parks at no cost to the City during <br />the term of this Contract agreement. <br />J• <br />Disposal. The Contractor shall be responsible for the safe, legal, and <br />environmentally sound disposal of all refuse, white goods, and any <br />other items and materials collected under this Contract. The <br />Contractor shall dispose of all refuse and garbage collected in Little <br />Canada at a Refuse Derived Fuel processing facility at which the <br />operator has assumed all liability arising from the Solid Waste <br />Disposal Act as amended by the Resource Conservation and <br />Recovery Act, the Comprehensive Environmental Response, <br />Compensation, and Feasibility Act, and similar Federal and State <br />Statutes. the NRG facility in Newport. Any deviation of this <br />provision shall be considered a violation and default of this Contract. <br />a site approved by the Minnesota Pollution Control Agency and /or <br />. The Contractor shall maintain <br />actual Ramsey /Washington RDF receipts and shall provide the City <br />with copies of such receipts upon request. Estimated Little Canada <br />annual tonnages shall be reported to the City bi- annually. in August <br />of each y ar based on actual weights of that month's collections. <br />• <br />Spring Clean-up Day. The City will be provided with an annual spring <br />"clean -up" day during the term of this contract. The City shall <br />designate a Saturday in April or May at which time this service shall <br />be provided. Refuse shall be delivered to a drop off site designated <br />by the City. All necessary collection equipment and labor shall be <br />provided by BFI at no cost to the City. The City shall negotiate fees <br />to be paid by the residents for the drop -off service with said fees to be <br />-5- <br />Page 146 <br />
