Hanson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: December 14, 2001 <br />RE: 2002 Improvement Projects /Status of Neighborhood Meetings <br />Neighborhood Meetings were held this past Monday and Tuesday for the following projects: <br />• Market Place Drive (Little Canada Road to Edgerton) <br />• Ryan Drive (Country Drive to Ryan Lane — to replace heaving areas) <br />• Sextant (McMenemy to East End) <br />• Stark Street (Old County Road C to DeMont) <br />• Eli/Desoto (Labore Road to Centerville Road) <br />A draft feasibility report covering these projects is enclosed with your agenda materials. Due to the short <br />time span, I have not completed the neighborhood meeting minutes as of yet. However, the highlights of <br />each meeting are as follows: <br />Market Place Drive <br />• Two property owners were present (out of five impacted). Both supported the project. Bob <br />Grootwassink of Market Place Center was one of the parties present and would like to see the <br />project done. <br />• As you know, the key factor for this project is the realignment of Market Place Drive with <br />County Road C2 in Roseville. This will create a larger parking lot in front of the shopping <br />center and also result in the roads in this area becoming public versus their current private <br />status north of First Bank Drive. <br />• Storm water retention ponding is being planned for in the southeast corner of the current <br />shopping center parking lot. <br />• We will also be relocating utility lines to facilitate the construction of the 35 -unit addition to <br />Garden Terrace. (This is a City cost and will be recovered through the sale of the land for the <br />addition to CommonBond Communities, Inc. <br />• A key aspect needing more investigation is the timing of the streetscape work to be done in <br />conjunction with this project. Street lighting can be done in 2002. However, it may be <br />advantageous to wait for paver brick work and landscaping until 2003. We learned on Little <br />Canada Road that we are better off bidding the streetscape work under a separate contract <br />rather than including it in the road project due to the substantial savings. If we follow this <br />approach, we are better off waiting until 2003 to allow the road project to be completed rather <br />than try to coordinate multiple contractors in the job site at one time.
