Howard R. Green Company Feasibility Study <br />Project No. 815920J 2002 Street Reconstruction and Utility Improvements <br />Little Canada, Minnesota <br />needed prior to their reconstruction. This report will include information on the existing <br />conditions of both the streets and utilities, proposed improvements, and estimated costs <br />and property assessments as outlined in the City's Assessment Manual. Estimated <br />construction costs will be provided, along with the total project costs that will include <br />overhead costs, such as City administration, engineering, fiscal, and legal costs. <br />III. HISTORY <br />A. ELI ROAD /DESOTO STREET <br />This is the time that Eli Road and Desoto Street have been considered for <br />reconstruction. Eli Road runs from Centerville Road to Desoto Street. The <br />section of Desoto Street proposed for reconstruction is from Eli Road to Labore <br />Road. These streets are in the City's 2002 Capital Improvement Plan. <br />B. SEXTANT AVENUE <br />Private citizens originally constructed Sextant Avenue in the 1960's. A cul -de- <br />sac was added approximately 10 years after the street was constructed. A <br />neighborhood meeting was conducted and a feasibility report was prepared in <br />December 2000 to reconstruct Sextant Avenue from Arkwright Street to the east. <br />The Council adopted the feasibility report, excluding Sextant Avenue. The road <br />was not included in the 2001 project due to the limited amount of underground <br />work that was needed for other streets within the project. It was felt that a more <br />competitive bid would be received if the project were postponed and combined <br />with other projects requiring underground utility work. Residents in the area <br />indicated that they would also like to see the entire length of Sextant Avenue <br />from McMenemy Street to the east reconstructed at one time. Residents also <br />expressed that curb was not desired, however the City Councils decision was to <br />have curb and gutter installed if public funds were to be used. Sextant Avenue is <br />in the City's 2002 Capital Improvement Plan. <br />C. STARK STREET <br />This is the first time that Stark Street has been considered for reconstruction. <br />This street runs from Demont Avenue to Old County Road C. The road has been <br />recommended for reconstruction due to the condition of the street pavement and <br />poor drainage. Stark Street is in the City's 2002 Capital Improvement Plan. <br />D. MARKET PLACE DRIVE <br />This is the first time that Market Place Drive has been considered for <br />reconstruction. This street runs from Rice Street to Little Canada Road, however <br />the existing portion of Market Place Drive between Rice Street and First Bank <br />Drive is private. A planned expansion of the Garden Terrace Development <br />requires the realignment of a portion of sanitary sewer along the existing Market <br />Place Drive. This work will disturb a segment of the existing street and provide <br />an opportune time for the realignment of Market Place Drive with County Road <br />C2 at Rice Street. The realignment would place all of Market Place Drive within <br />public right -of -way. It should also be noted that Market Place Drive is on the <br />2 <br />Page 174 <br />
