Green Company <br />Project No. 815920J <br />Feasibility Study <br />2002 Street Reconstruction and Utility Improvements <br />Little Canada, Minnesota <br />City's Municipal State Aid (MSA) system. Market Place Drive is in the City's <br />2002 Capital Improvement Plan. <br />E. RYAN DRIVE <br />Several street improvement projects have been completed on Ryan Drive <br />including the most recent reclaimation and overlay from approximately 850 feet <br />north of Owasso Boulevard to Country Drive in 1993. However, Ryan Drive has <br />never been upgraded to the City's required urban section. Ryan Drive is in the <br />City's 2002 Capital Improvement Plan. <br />IV. NECESSITY AND COST-EFFECTIVENESS <br />The streets being reviewed in this report are all within the PCI rating range of 0 to 60, <br />which justifies reconstruction, and show signs of advanced pavement deterioration. The <br />project is necessary to provide the residents of these areas with a safe and adequate <br />public transportation system. The proposed storm sewer improvements will provide an <br />adequate storm water runoff collection system. <br />The proposed improvements will minimize future maintenance costs and the magnitude <br />of the proposed project will insure competitive bidding. From this standpoint, the project <br />is cost - effective. <br />V. EXISTING CONDITIONS <br />A. ELI ROAD /DESOTO STREET <br />The current streets are both a rural section without curb and gutter, <br />approximately 27 -feet wide, and lie within 66 -feet of right -of -way. Eli Road and <br />Desoto Street received a combined 1997 Pavement Management rating of 58 out <br />of 100. This number indicates that the roads have deteriorated to a level where it <br />would no longer be cost - effective to rehabilitate the street, and that the only <br />viable option would be reconstruction. All records indicate that the watermain is <br />in good condition. There is a trunk storm sewer located south of Eli Road <br />extending from the school to the ball field, which could be utilized for providing <br />storm sewer service to a portion of the street. The sanitary sewer was last <br />televised in 1992. The report indicates the sanitary sewer line is in good <br />condition and no problems have been encountered during the yearly sewer <br />jetting done by City forces. <br />B. SEXTANT AVENUE <br />Sextant Avenue runs east from McMenemy Road to the end of the cul -de -sac. <br />The pavement width varies from approximately 30 -feet to 24 -feet and lies within <br />a 60 -foot right -of -way. The 1997 Pavement Management rating for this street <br />was 49 out of 100. This pavement rating indicates that the road has deteriorated <br />to a level where it would no longer be cost - effective to rehabilitate the street, and <br />that the only viable option would be reconstruction. There is no watermain east <br />of Arkwright Street. The sanitary sewer was televised in 1997 and it was found <br />3 <br />Page 175 <br />
