Howard R. Green Company Feasibility Study <br />Project No. 815920J 2002 Street Reconstruction and Utility Improvements <br />Little Canada, Minnesota <br />is suggested that the maximum assessment for watermain be set at $5,340.85 <br />per lot for this project. <br />D. INDIVIDUAL PROJECT <br />• ELI ROAD /DESOTO STREET <br />The estimated cost for the proposed reconstruction of Eli Road and Desoto <br />Street is $447,100. When the City Assessment Policy is applied to this <br />project, the maximum assessable cost to the abutting property owners would <br />be $228,700.00. There are 14 lots along Eli Road and 7 lots along Desoto <br />Street with a total assessable front footage of 3,353.50 feet. When the <br />assessable project cost is divided by the total assessable front footage, the <br />cost per front foot would be $68.20. This is above the maximum assessable <br />cost of $48.50 per front foot; therefore, the assessment rate would be $48.50 <br />per front foot. The School, Spooner Park, and Townhome apartments along <br />Labore Road will be assessed at a maximum commercial rate of $86.75 per <br />front foot. The table at the end of this section summarizes the cost of the <br />project that will be borne by the City and the amount assessed to abutting <br />properties. A preliminary assessment roll has been prepared and is shown in <br />Appendix C. <br />Costs for the sanitary sewer repairs will not be assessed to the properties but <br />will be borne entirely by the City. <br />• SEXTANT AVENUE <br />The estimated cost for the proposed reconstruction of Sextant Avenue is <br />$287,000.00. When the City Assessment Policy is applied to this project, the <br />maximum assessable cost to the abutting property owners would be <br />$38,933.80. There are five lots along Sextant Avenue with a total assessable <br />front footage of 579.18 feet. Due to the small number of lots it was <br />determined that the most equitable method of assessment was to assess <br />each property an equal amount. When the assessable project cost is divided <br />by the total assessable front footage, the cost per front foot would be $67.22. <br />This is above the maximum assessable cost of $48.50 per front foot; <br />therefore, the assessment rate would be $48.50 per front foot. The rate of <br />$48.50 was multiplied by the total assessable street front footage then <br />divided by the number of assessable lots to determine an assessment per lot. <br />The table at the end of this section summarizes the cost of the project that <br />will be borne by the City and the amount assessed to abutting properties. <br />The cost of the proposed watermain extension along Sextant Avenue is <br />estimated at $47,000. The maximum assessable cost for the watermain <br />extension is estimated at $47,000. There are four properties along Sextant <br />Avenue that would be assessed for the watermain extension. As stated in <br />the City's Watermain Assessment Policy, watermain costs are assessed on a <br />per lot basis with a maximum assessment of $5,340.85. When the <br />assessable cost is divided by the four properties, the assessment rate would <br />be $11,750.00 per lot. This is more than the maximum assessment rate and <br />therefore the assessment would be the maximum rate of $5,340.85 per lot. A <br />10 <br />PAGE 182 <br />
